Deputy Secretary Re-designated as Director in School Education & Literacy Department: Centre Approves Personal Upgradation for IPS Officer Shalini Agnihotri

The Central Government has formally cleared a proposal to re-designate the post of Deputy Secretary currently occupied by Ms. Shalini Agnihotri, IPS (Himachal Pradesh Cadre: 2012) as Director in the Department of School Education and Literacy, marking a significant administrative elevation under the Central Staffing Scheme.

According to the official approval granted by the Competent Authority, the existing post of Deputy Secretary held by Ms. Agnihotri in the Department of School Education and Literacy will stand upgraded and re-designated as that of Director, purely as a personal measure applicable to the officer concerned.

This re-designation will come into force from 1 January 2026 or from the actual date on which she assumes charge of the re-designated post, whichever occurs later.

The tenure of this upgraded Director-level position has been approved up to 23 July 2030, thereby completing the maximum permissible central deputation tenure of five years as stipulated under the Central Staffing Scheme.

The approval ensures continuity of responsibilities while aligning the officer’s designation with the level of duties discharged.

Ms. Shalini Agnihotri’s central deputation tenure is scheduled to commence with effect from 24 July 2025, following which the re-designation will take operational effect in accordance with the approved timeline.

The move reflects the government’s administrative practice of granting personal upgradations to officers based on assignment requirements, tenure norms, and organizational needs, without altering the sanctioned strength of posts.

This decision is expected to facilitate smoother functioning within the Department of School Education and Literacy, which plays a critical role in shaping national policy frameworks related to school-level education, literacy initiatives, and implementation of flagship education programmes across the country.
