IAS-ICAS Transfers: Vanlaldina Fanai to Continue in Mizoram Till March 2027; Chandrasekar S Returns to Kerala Cadre
The Centre extends ICAS officer Vanlaldina Fanai’s Mizoram deputation till March 10, 2027, while Kerala-cadre IAS officer Chandrasekar S is prematurely repatriated.
The Centre has approved two separate personnel decisions involving senior government officers, extending the deputation of Indian Civil Accounts Service (ICAS) officer Vanlaldina Fanai in Mizoram while approving the premature repatriation of Kerala-cadre IAS officer Chandrasekar S to his parent cadre.
Fanai, a 2002-batch ICAS officer, has been allowed to continue with the Government of Mizoram until March 10, 2027. He is currently serving as Commissioner & Secretary to Chief Minister Lalduhoma and is also handling additional responsibilities linked to finance and tourism.
In a separate order, the Appointments Committee of the Cabinet (ACC) has approved the premature repatriation of Chandrasekar S (IAS: 2014: KL) from the Vice-President’s Secretariat to his parent Kerala cadre. His repatriation has been approved with the condition of extended cooling-off.
Vanlaldina Fanai’s Deputation Extended in Mizoram
Vanlaldina Fanai has been serving with the Mizoram government since March 11, 2024, after moving to the state on deputation from the Central Government. His deputation has now been extended up to March 10, 2027, allowing him to continue in a senior administrative role at a time when he is handling several important responsibilities within the Mizoram government.
As Commissioner & Secretary to Chief Minister Lalduhoma, Fanai is involved in the coordination and management of key administrative matters concerning the Chief Minister’s office and the state government. His responsibilities have also included work relating to the General Administration Department (GAD) and other portfolios assigned by the Mizoram government.
Fanai Also Handling Finance and Tourism
Apart from his responsibilities in the Chief Minister’s office, Fanai is also associated with important financial and tourism-related portfolios. He is serving as Finance Commissioner and Director of Tourism, giving him a role in both the state’s financial administration and its tourism sector.
The combination of these responsibilities makes his continued presence in Mizoram significant for the state administration. His experience in financial management is particularly relevant to his work involving government expenditure, financial oversight and coordination between departments.
Fanai has also been associated with issues concerning the proposed relocation of Assam Rifles establishments from the heart of Aizawl to Zokhawsang, another matter of administrative importance for Mizoram.
Vanlaldina Fanai’s Central Government Career
Fanai is a 2002-batch Indian Civil Accounts Service officer and has held several important assignments in the Central Government during his career. Before moving to Mizoram, he served in New Delhi as Chief Financial Controller in the Ministry of Civil Aviation and Tourism.
He has also served as Internal Financial Adviser to the Assam Rifles, giving him experience in financial administration within a major security organisation. His professional background has largely involved financial management, expenditure control, government accounting and administrative coordination. These experiences have proved useful in his present assignment in Mizoram, where he is handling responsibilities that cut across administration, finance and tourism.
Chandrasekar S Repatriated to Kerala Before Completion of Tenure
In another important personnel decision, the Centre has approved the premature repatriation of Chandrasekar S (IAS: 2014: KL) to his parent Kerala cadre. Chandrasekar was serving as Private Secretary to Vice-President C P Radhakrishnan in the Vice-President’s Secretariat in New Delhi.
According to the Department of Personnel and Training order dated August 10, 2026, the ACC approved his premature return to Kerala. The order carries the condition of extended cooling-off, meaning his repatriation has been approved subject to the applicable rules governing his future central deputation eligibility.
Chandrasekar Served as Private Secretary to Vice-President
Chandrasekar took charge as Private Secretary to the Vice-President in September 2025 and had been serving in the Vice-President’s Secretariat since September 14, 2025.
His return to Kerala will take place before the scheduled completion of his central assignment. Before joining the Vice-President’s Secretariat, Chandrasekar served as Deputy Director at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.
He took up the LBSNAA assignment on February 28, 2024. His appointment at the country’s premier civil services training institution had initially been approved for four years, with the tenure scheduled to run until February 28, 2028. However, the Government of Kerala subsequently initiated the proposal for his premature repatriation through a communication dated June 18, 2026.
Chandrasekar’s IAS Career in Kerala
Chandrasekar S is a 2014-batch IAS officer of the Kerala cadre. Born on March 7, 1983, he has an academic background in engineering and finance. He holds a Civil Engineering degree from Anna University College of Engineering, Guindy, and an MBA in Finance from Bharathidasan University and Bharathidasan Institute of Management, Tiruchirappalli.
During his IAS career, Chandrasekar has worked across a range of administrative assignments at both the state and Central levels. His experience includes positions such as District Collector, Deputy Secretary, Director, Managing Director, Deputy Director, Sub Collector and Assistant Secretary.
His stint at LBSNAA also gave him exposure to the training and capacity-building ecosystem for India’s civil servants. Chandrasekar is proficient in English, Tamil and Malayalam, adding to his administrative experience in a state with a strong multilingual working environment.
Two Different Personnel Decisions
The latest orders involve two officers from different services and represent two distinctly different personnel decisions. For Vanlaldina Fanai, the Centre has allowed the existing deputation arrangement in Mizoram to continue for another period, with his tenure now running until March 10, 2027. His current responsibilities in the Chief Minister’s office, finance and tourism mean that the extension will allow him to continue contributing to several important areas of the state’s administration.
For Chandrasekar S, the decision moves in the opposite direction. His central deputation has been curtailed and he is being sent back to his parent Kerala cadre before the completion of his existing assignment in the Vice-President’s Secretariat.
The premature repatriation has been approved by the Appointments Committee of the Cabinet, following the request made by the Kerala government, with the additional condition of extended cooling-off.
