Department of Chemicals & Petrochemicals: Premature Repatriation of Deepak Mishra As Joint Secretary

The Government of India has approved the premature repatriation of Shri Deepak Mishra, IFoS (Kerala Cadre, 1996), Joint Secretary in the Department of Chemicals and Petrochemicals, to his parent cadre for promotion benefits.

In a significant administrative development, the Government of India has cleared the premature repatriation of Shri Deepak Mishra, a senior officer of the Indian Forest Service (Kerala Cadre, 1996 batch). The decision was taken following the proposal submitted by the Department of Chemicals and Petrochemicals and has now been formally approved by the Competent Authority.

Shri Mishra, who has been serving as Joint Secretary in the Department of Chemicals and Petrochemicals, will return to his parent cadre in Kerala. The repatriation has been sanctioned to enable him to avail the benefits of promotion within his cadre, a move that underscores the government’s commitment to ensuring career progression opportunities for senior officers across services.

This decision highlights the importance of balancing central deputation responsibilities with cadre-based career growth. Officers serving on central deputation often contribute to policy formulation and implementation at the national level, but timely repatriation ensures that they do not miss out on crucial promotional avenues within their respective state cadres.

Shri Mishra’s tenure at the Department of Chemicals and Petrochemicals has been marked by his involvement in key initiatives related to industrial chemicals, petrochemical infrastructure, and sustainable development policies. His return to Kerala cadre is expected to strengthen the state’s administrative leadership in forestry, environment, and allied sectors, especially at a time when ecological management and climate resilience are gaining prominence.

The Department of Personnel and Training (DoPT), which oversees appointments and cadre management, has communicated the decision to all concerned authorities, including the Prime Minister’s Office, Cabinet Secretariat, Ministry of Environment, Forest & Climate Change, and the Government of Kerala.

With this repatriation, Shri Deepak Mishra is expected to take up new responsibilities in Kerala, where his expertise in environmental governance and policy-making will be of immense value. His promotion within the cadre will also strengthen the leadership pool of the Indian Forest Service in the state.
