Commission Orders Freeze on Officer Postings to Protect Voter Roll Compilation for Graduate & Teacher Constituencies
The Election Commission of India (ECI) has stepped in to halt the frequent reshuffling of IAS officers across Uttar Pradesh at a critical stage of Legislative Council election preparations. The move is aimed at ensuring that the process of compiling the voter lists for Graduate and Teacher constituencies proceeds smoothly without administrative disruptions.
Fresh Electoral Rolls Announced
As part of the election calendar, the Commission has declared a new timeline for the preparation of electoral rolls for these constituencies. With the terms of the current members set to end on December 6, 2026, the voter lists will be updated on the basis of eligibility fixed as of November 1, 2025.
Transfer Ban Until December 30
To safeguard the integrity of this exercise, the Commission has prohibited the transfer of District Magistrates and Sub-Divisional Magistrates in all 72 districts of Uttar Pradesh until December 30, 2025. Any officer directly connected with the voter registration process cannot be moved without prior sanction from the Election Commission.
Coverage of Constituencies
The roll revision covers five Graduate constituencies—Lucknow, Varanasi, Agra, Meerut, and Allahabad-Jhansi—as well as six Teacher constituencies—Lucknow, Varanasi, Agra, Meerut, Bareilly-Moradabad, and Gorakhpur-Faizabad. On September 30, 2025, divisional commissioners of these regions released public notifications inviting applications for inclusion of names in the electoral rolls.
Who Can Register?
Graduate Constituency: Applicants must possess at least a Bachelor’s degree or an equivalent qualification from a recognized Indian university, earned within three years prior to the cut-off date of November 1, 2025. Applications must be submitted using Form 18.
Teacher Constituency: Eligible voters must have completed a minimum of three years of teaching at a recognized institution of secondary level or above within the past six years before November 1, 2025. These applications are to be made in Form 19.
Appointment of Electoral Officials
For smooth conduct of the exercise, District Magistrates in each of the concerned constituencies will function as Assistant Electoral Registration Officers. They will be supported by Electoral Registration Officers of the Assembly constituencies in providing voter facilitation services. Details of these officials have been included in the public notices issued.
Digital Application Facility
To simplify the process, the Election Commission has also activated an online portal for voter registration. Eligible graduates and teachers can submit applications at the official website of the Chief Electoral Officer, Uttar Pradesh: ceouttarpradesh.nic.in
