Rahul Pachori Appointed OSD to Jayant Chaudhary; ACC Curtails Tenure in Education Ministry
In a key administrative development, the Appointments Committee of the Cabinet (ACC) has approved the appointment of Rahul Pachori, a 2010-batch Indian Railway Service of Electrical Engineers (IRSEE) officer, as Officer on Special Duty (OSD) to Jayant Chaudhary, Minister of State (Independent Charge) for Skill Development and Entrepreneurship.
Appointment at Director Level
Rahul Pachori will serve as OSD in the Ministry of Skill Development and Entrepreneurship at the level of Director. His tenure will continue until January 14, 2028, which marks the maximum permissible limit of seven years away from his cadre under the Central Staffing Scheme.
The appointment will take effect from the date he assumes charge of the post.
Tenure Conditions
As per the official order, Pachori’s tenure will be:
Co-terminus with the Minister’s tenure, or
Until he ceases to function as OSD, or
Until further orders are issued
—whichever occurs earlier.
Tenure Curtailed in Education Ministry
Before this appointment, Rahul Pachori was serving as Director in the Department of School Education & Literacy.
The ACC has approved the premature curtailment of his tenure in that department to facilitate his new assignment in the Skill Development Ministry.
Administrative Significance
The role of OSD to a Union Minister is crucial in:
Assisting in policy formulation
Coordinating between departments
Managing ministerial priorities and programs
Supporting decision-making processes
With his technical and administrative experience, Pachori is expected to play an important role in supporting the ministry’s initiatives related to skill development, entrepreneurship, and workforce enhancement.
Strategic Importance
The Ministry of Skill Development and Entrepreneurship is currently focused on:
Expanding skilling programmes
Enhancing employability
Strengthening industry linkages
The appointment of an experienced officer like Rahul Pachori is aimed at boosting efficiency and coordination at the ministerial level.
