The Central Government has extended the tenure of retired IAS officer K Rajaraman as the Chairperson of the International Financial Services Centres Authority (IFSCA), allowing him to continue leading India’s unified financial regulator for GIFT City until October 24, 2028. The decision ensures continuity at a time when India’s only International Financial Services Centre is rapidly expanding its global footprint and attracting international financial institutions.

A retired 1989-batch IAS officer of the Tamil Nadu cadre, Rajaraman has built a distinguished career spanning telecommunications, finance, infrastructure, taxation and public administration. Before taking charge of IFSCA, he served as Secretary of the Department of Telecommunications and played a pivotal role in some of India’s biggest telecom policy reforms, including the country’s landmark 5G rollout.

His reappointment reflects the Centre’s confidence in his leadership as IFSCA continues its mission of transforming GIFT City, Gujarat, into a globally competitive international financial hub capable of attracting banks, insurers, investment funds, fintech firms and multinational financial institutions.

Centre Extends Tenure Until October 2028

According to the latest order issued by the Central Government, K Rajaraman will remain Chairperson of IFSCA beyond the completion of his original three-year tenure. He was first appointed to the position on August 1, 2023, with a fixed tenure ending on July 31, 2026. The fresh order allows him to continue in office until October 24, 2028, the date on which he attains the age of 65 years.

The extension comes at a strategically important stage for IFSCA, which has been steadily expanding its regulatory framework and encouraging global financial businesses to establish operations in India’s International Financial Services Centre. Officials believe leadership continuity will help maintain policy stability as GIFT City enters its next phase of growth.

Leading India’s Unified Financial Regulator

As Chairperson of IFSCA, Rajaraman heads the country’s unified regulatory authority responsible for supervising financial services operating within the International Financial Services Centre at GIFT City.

Unlike conventional regulators that oversee individual sectors, IFSCA functions as an integrated regulator covering multiple segments of the financial industry. Its jurisdiction includes banking, insurance, capital markets, fund management, aircraft leasing, fintech, bullion exchanges and several other international financial activities conducted from GIFT City.

Since assuming office, Rajaraman has overseen initiatives aimed at strengthening regulatory standards while making India’s International Financial Services Centre increasingly attractive to global investors and multinational financial institutions.

Former Telecom Secretary Behind Major Digital Reforms

Before moving to IFSCA, Rajaraman served as Secretary, Department of Telecommunications (DoT) in the Government of India. His tenure coincided with one of the most transformative periods in India’s telecom sector.

Among the major initiatives implemented during his leadership were the successful conduct of India’s 5G spectrum auctions, policy reforms aimed at strengthening the telecom industry and measures designed to improve the financial health of telecom service providers.

He also played a key role in rationalising Adjusted Gross Revenue (AGR) norms, reducing bank guarantee requirements for telecom operators and advancing the rollout of BSNL’s indigenous 4G network under the Government’s Atmanirbhar Bharat initiative.

These reforms were widely regarded as significant steps towards strengthening India’s digital infrastructure and improving the long-term sustainability of the telecom sector.

Distinguished IAS Career Across Multiple Sectors

A member of the 1989 batch of the Indian Administrative Service, Rajaraman has served in several important positions across both the Central Government and the Government of Tamil Nadu.

His administrative career spans finance, infrastructure, industrial development, taxation, telecommunications and public administration.

Over the years, he has held several senior assignments, including Secretary in the Department of Telecommunications, Additional Secretary in the Department of Economic Affairs under the Ministry of Finance and Joint Secretary in the Department of Expenditure.

His diverse administrative experience has allowed him to work extensively on public finance, infrastructure development, fiscal management and policy formulation.

Key Roles in Tamil Nadu Government

Before assuming senior positions in the Central Government, Rajaraman occupied several influential posts in Tamil Nadu. He served as Commissioner of Commercial Taxes, where he handled revenue administration and taxation reforms.

He also worked as Managing Director of Chennai Metro Rail Limited (CMRL), contributing to the development of one of Tamil Nadu’s largest urban infrastructure projects.

In addition, he served as Special Secretary in the Industries Department, where he was closely associated with industrial policy and investment promotion. Earlier in his career, he held the position of District Collector in Tiruchirappalli, Kanchipuram and Thoothukudi, gaining valuable grassroots administrative experience.

His work across these diverse sectors helped build expertise in governance, infrastructure planning, public finance and economic development.

Contributed to Tamil Nadu’s Industrial Policy

One of Rajaraman’s notable contributions during his tenure in the state government was his involvement in drafting the Tamil Nadu Industrial Policy, 2007. The policy aimed to strengthen industrial investment, improve infrastructure and promote sustainable economic growth across the state.

His work also involved initiatives relating to infrastructure development, industrial expansion, investment facilitation and fiscal management, areas that later complemented his responsibilities in the Union Government.

Strong Academic Background

Born on October 24, 1963, K Rajaraman possesses an academic profile that combines engineering, finance and economics. He earned a Bachelor of Technology (B.Tech.) in Electronics and Communication Engineering from TKM College of Engineering.

Later, he completed an MBA in Financial Management from IGNOU, followed by a Master of Arts (M.A.) in Economics from Annamalai University. The combination of technical education and financial expertise has supported his work across telecommunications, public finance and financial regulation.

From BHEL Engineer to Top Bureaucrat

Before entering the civil services, Rajaraman began his professional career as a Design Engineer at Bharat Heavy Electricals Limited (BHEL) in Tiruchirappalli. His academic excellence was evident early on.

He secured First Rank in the Engineering Services Examination in 1986, demonstrating exceptional technical competence. A few years later, he appeared for the Civil Services Examination and secured All India Rank 9, earning entry into the Indian Administrative Service in the 1989 batch.

His career since then has reflected consistent progression through several high-impact administrative and policy-making positions.

The decision to retain Rajaraman as Chairperson until 2028 comes at a crucial phase for IFSCA and GIFT City.
