IAS Mukesh Meghwal’s Deputy Secretary Post Re-designated as Director in Fertilizers Department
The Central Government has approved the re-designation of the post of Deputy Secretary presently held by Shri Mukesh Meghwal, Indian Supply Service officer of the 2012 batch, as Director in the Department of Fertilizers. The decision has been taken as a measure personal to the officer and will allow him to serve in the re-designated Director-level position for the remaining period of his admissible tenure under the Central Staffing Scheme.
The approval was conveyed through an Office Memorandum issued by the Office of the Establishment Officer under the Department of Personnel and Training (DoPT) on September 3, 2026. The order follows a proposal submitted by the Department of Fertilizers through its Office Memorandum dated July 13, 2026, seeking re-designation of the post currently occupied by Meghwal.
Deputy Secretary Post Re-designated as Director
According to the DoPT memorandum, the competent authority has approved the proposal to re-designate the post of Deputy Secretary in the Department of Fertilizers as Director. The post is presently held by Mukesh Meghwal, an officer of the Indian Supply Service from the 2012 batch.
The re-designation has been approved specifically as a measure personal to Meghwal. This means the change is attached to his tenure and does not represent a general restructuring or permanent reclassification of the post itself.
The re-designation will take effect from the date Meghwal assumes charge of the re-designated post. He will continue in the Director-level position up to March 17, 2030, which represents the total admissible tenure of five years under the Central Staffing Scheme.
The order therefore provides Meghwal with a Director-level designation for the balance of his approved central deputation tenure, while retaining the existing framework governing his tenure under the Central Staffing Scheme.
Central Deputation Began in March 2025
The DoPT order also specifies that Mukesh Meghwal’s central deputation tenure commenced with effect from March 18, 2025. Based on the five-year admissible tenure mentioned in the order, his deputation is scheduled to run until March 17, 2030.
The re-designation of his existing Deputy Secretary post will consequently remain valid for this period, subject to the applicable government orders and the condition mentioned in the memorandum.
The move is significant in the context of the Central Staffing Scheme, under which officers from different government services are placed in central ministries and departments to handle policy, administrative and programme-related responsibilities. Officers serving under the scheme may be assigned posts at different levels depending on their seniority, experience and the requirements of the concerned ministry or department.
In Meghwal’s case, the Department of Fertilizers had sought the change in designation, and the competent authority has now approved the proposal.
Role in Department of Fertilizers
As Director in the Department of Fertilizers, Meghwal will continue to work within the central government’s administrative structure dealing with the country’s fertilizer sector. The department operates under the Ministry of Chemicals and Fertilizers and is responsible for important policy and administrative matters related to fertilizers and their availability.
The sector has a direct bearing on Indian agriculture because fertilizers are a key agricultural input. Their production, import, distribution, pricing and availability are closely linked with farm operations and food security, making the department’s work an important component of the wider agricultural policy framework.
The Director-level designation places Meghwal at a higher level of administrative responsibility within the department. His existing experience as a Deputy Secretary in the same department is also relevant because the re-designation allows continuity rather than requiring a fresh posting to a different ministry or organisation.
Re-designation Is Personal to the Officer
One of the most important details in the DoPT order is the phrase “as a measure personal to him.” This clarification indicates that the approval is specific to Mukesh Meghwal and his present tenure.
In other words, the decision should not automatically be interpreted as a blanket upgradation or permanent redesignation of the Deputy Secretary post in the Department of Fertilizers. The benefit has been approved in relation to Meghwal’s service and will operate for the period specified in the government order.
Such provisions are used in government service matters when an officer’s designation or the level of a post is changed for the duration of a particular appointment without creating a permanent change in the sanctioned structure of the organisation.
For the Department of Fertilizers, this arrangement also provides continuity. Meghwal can continue handling his responsibilities in the department while functioning under the Director designation approved for him.
Five-Year Tenure Under Central Staffing Scheme
The order specifically links the re-designation to Meghwal’s total admissible tenure of five years under the Central Staffing Scheme. His central deputation began on March 18, 2025, and the approved period runs until March 17, 2030.
This means the re-designated post will not extend his overall deputation beyond the period already admissible under the scheme. Rather, the Director designation will apply during his existing central tenure, beginning from the date he assumes charge of the re-designated post.
The distinction is important because the order concerns the designation of the post and does not indicate any fresh five-year period starting from September 2026. The five-year period remains tied to his original central deputation, which commenced in March 2025.
DoPT Approves Fertilizers Department Proposal
The decision follows the Department of Fertilizers’ proposal contained in its Office Memorandum dated July 13, 2026. The proposal was subsequently examined through the appropriate administrative process, leading to approval by the competent authority.
The DoPT memorandum, issued from the Office of the Establishment Officer, formally communicates that approval and lays down the effective period of the re-designation.
The communication was issued on September 3, 2026, with copies marked to senior officials and concerned offices, including the relevant authorities in the Department of Commerce and the Department of Personnel and Training.
A New Designation Within an Existing Central Tenure
For Mukesh Meghwal, the order marks a change in designation rather than a move to a new ministry or department. He will remain associated with the Department of Fertilizers, where he has been serving since the beginning of his central deputation.
The elevation in designation from Deputy Secretary to Director gives him a higher-level administrative position within the department while allowing the government to retain the continuity of his existing assignment. His tenure, meanwhile, remains governed by the five-year limit applicable under the Central Staffing Scheme.
With the approval now issued by DoPT, Meghwal will serve as Director in the Department of Fertilizers from the date he assumes charge of the re-designated post and continue in that capacity up to March 17, 2030, subject to further government orders.
The latest decision is another example of the Centre’s practice of adjusting senior administrative designations in response to the responsibilities assigned to individual officers, while keeping such arrangements within the established framework of the Central Staffing Scheme.
