Dr Varnali Deka, a 2009-batch IAS officer of the Assam-Meghalaya cadre, has achieved a significant milestone in her administrative career by becoming the first woman IAS officer from Assam to be empanelled for a Joint Secretary-level position in the Government of India. Her empanelment in August 2026 adds another important chapter to a career that has moved through corporate technology, district administration, state-level governance and central deputation.
Deka is currently serving as a Director in the Ministry of Tribal Affairs on central deputation. Over the years, she has worked across several areas of administration, including district governance, rural development, urban planning, skill development, digital governance and community-oriented programmes. Her latest recognition comes after more than a decade and a half of public service and places her in the pool of officers who can be considered for senior policymaking responsibilities at the Centre.
Who Is Dr Varnali Deka?
Dr Varnali Deka is a senior IAS officer whose career has combined field administration with technology-led governance and policy implementation. As part of the Assam-Meghalaya cadre, she has served as Deputy Commissioner in five districts of Assam and later moved into senior positions in the state government and, eventually, the Government of India.
Her administrative experience is spread across a remarkably wide range of sectors. From Software Engineer to Civil Servant

Her professional career included stints with Tata Consultancy Services’ Global Consulting Practice and ANZ Bank.
Her academic profile is equally diverse. She has qualifications in Computer Science, Business Administration and Law and also holds a Ph.D. in Commerce. Beyond academics and administration, she has a background in classical music and holds a Visharad degree, adding another dimension to an already varied professional profile.
The combination of technology, management, law and commerce would later prove useful in her approach to public administration. Rather than treating technology as a separate domain, she became associated with using digital tools and data to improve monitoring, citizen participation and delivery of government programmes.
She Cleared UPSC Twice and Moved From IPS to IAS
Deka’s entry into the IAS was itself a story of persistence and improvement. She first cleared the UPSC Civil Services Examination with an All India Rank of 82 and was selected for the Indian Police Service.
She decided to appear for the examination again. The second attempt produced a much stronger result, with Deka securing AIR 16, which enabled her to enter the Indian Administrative Service. She was subsequently allocated the Assam-Meghalaya cadre and began what would become a wide-ranging administrative career in Assam and at the Centre.
Her decision to reappear after already securing the IPS reflects the determination that has characterised her career. It also set the stage for the extensive field and policy experience she would accumulate over the following years.
Deputy Commissioner in Five Assam Districts
One of the strongest features of Deka’s career has been her substantial experience at the district level. She has served as Deputy Commissioner in five Assam districts – Barpeta, Golaghat, Goalpara, Kokrajhar and Nalbari.
These postings gave her direct exposure to the realities of district administration. Her responsibilities included implementing development programmes, coordinating between government departments, improving public service delivery and addressing issues that required close interaction with local communities.

Senior Responsibilities in Assam Government
After her district postings, Deka took on several senior roles within the Assam government. She served as Commissioner and Secretary in the General Administration Department, handling important responsibilities related to the state Secretariat and overall administration.
She also headed major institutions and missions in different capacities. Her assignments included leadership responsibilities with the Guwahati Metropolitan Development Authority, Assam Skill Development Mission and Assam State Rural Livelihoods Mission.
These positions expanded her exposure beyond traditional administration. Urban development, employment-oriented skill programmes and rural livelihood initiatives each brought a different set of challenges, allowing her to work across multiple dimensions of governance.
Central Deputation and Tribal Development
Deka moved to the Government of India on central deputation in August 2025. She is currently serving as Director in the Ministry of Tribal Affairs, where she has been associated with the implementation of the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan.
The flagship tribal development programme has an outlay of ₹79,156 crore. Her current assignment has therefore added national-level policy implementation and tribal development to an already broad administrative portfolio.
Her move to the Centre also gave her an opportunity to apply the experience accumulated through years of district and state-level administration to programmes operating on a much larger scale.

Another initiative, Green Goalpara, focused on environmental awareness and sustainability through community participation. Infrastructure Snapshot, meanwhile, used technology and data to monitor public infrastructure projects and give administrators a clearer picture of how development works were progressing.
Deka was also associated with Khelo Kokrajhar, a programme that focused on rural sports and youth development. The initiative used sporting activities as a way of engaging young people and creating opportunities at the grassroots level.
National Recognition for Governance Work
Her work has received recognition at the national level as well. Deka’s achievements include the Prime Minister’s Award for Excellence in Public Administration, the National e-Governance Award and recognition through the National Water Awards.
Some of the governance models associated with her work have also been documented or recognised as best practices by organisations including the United Nations Development Programme and NITI Aayog. These recognitions underline the broader relevance of initiatives developed during her field and state-level assignments.
