Weekly Breakfasts with CS K. Ramakrishna Rao Redefine Civil Service Culture in Telangana

In a refreshing departure from traditional bureaucratic setups, Telangana’s Chief Secretary K. Ramakrishna Rao has introduced a unique initiative that blends informal dialogue with professional development. Dubbed “Idli with Insights”, the weekly breakfast meetings bring IAS officers together over a simple meal to foster mentorship, camaraderie, and clarity in governance.

Breakfast Meets at MCRHRD: A Space for Open Conversation

Held at the Dr. Marri Channa Reddy Human Resource Development Institute (MCRHRD) in Jubilee Hills, Hyderabad, these morning gatherings serve more than just food. While the spread includes South Indian staples like idlis and dosas, as well as parathas and toast, the real agenda lies in building personal rapport between the state’s top bureaucrat and officers across various batches.

Since assuming office on April 30, 2025, as the seventh Chief Secretary of Telangana, the 1991-batch IAS officer has already hosted nine such sessions — engaging with officers from the 2024 batch up to the 2016 batch. Invitations are sent two days in advance, ensuring officers can prepare and participate meaningfully.

Beyond Hierarchy: Leadership Through Dialogue

“These sessions aren’t about rank or protocol,” said a senior official familiar with the initiative. “They’re about understanding who our officers are — their academic backgrounds, personal interests, and what motivates them — while also aligning them with the expectations of public service.”

The informal, one-hour conversations provide a platform to address concerns, share experiences, and discuss administrative challenges without the pressure of hierarchy.

Human Capital as a Strategic Priority

With just around 350 All India Services officers — including IAS, IPS, and IFS — managing a population of over 3.5 crore in Telangana, Chief Secretary Rao places strong emphasis on human resource management. These breakfasts are part of his broader strategy to strengthen internal cohesion, leadership, and morale across the bureaucracy.

The goal is to recharge officers and help them return to their workstations with renewed energy and sharper focus. It’s a subtle but powerful investment in both individual and institutional capacity-building.

Bureaucracy Meets Bonding: A New Cultural Shift

Officers describe the initiative as a “breath of fresh air” in a system often seen as rigid and hierarchical. “This is not just about breakfast — it’s about building bonds through bureaucracy,” remarked one attendee.

As Idli with Insights gains popularity, it may well inspire other states to explore more human-centric and engaging ways of leadership — proving that even a humble breakfast can be a catalyst for meaningful governance reform.
