Govt Approves IRS Aman Garg’s 3Yr Foreign Assignment with IFC, World Bank Group

The undersigned has been instructed to make reference to the subject mentioned above and to convey that the competent authority has granted approval to the proposal submitted by the Department of Economic Affairs. Under this approval, Shri Aman Garg, IRS (C&IT: 2008), currently serving as Director in the Department of Economic Affairs, has been permitted to undertake a long-term international assignment.

Shri Garg will serve as Senior Country Officer at the International Finance Corporation (IFC), World Bank Group, India Office for a tenure of three years from the date he assumes charge of the assignment, or until further orders are issued, whichever occurs earlier. For this purpose, his present tenure on Central Deputation as Director in the Department of Economic Affairs under the Central Staffing Scheme will be curtailed.

The concerned authorities are requested to forward a copy of the formal relieving order issued to Shri Aman Garg, IRS (C&IT: 2008) for taking up this overseas assignment. In addition, a copy of the detailed terms and conditions governing the assignment should also be provided to this Department for official information and record maintenance.

It should also be noted that an officer serving on deputation will be considered automatically relieved from the deputation post on the date the approved deputation period concludes, unless the competent authority formally approves and communicates an extension in writing before the expiry of the deputation term.

If the officer continues in the position beyond the sanctioned period for any reason, such overstay will attract disciplinary proceedings and other adverse civil or service-related consequences. These consequences may include the period of overstay not being counted as qualifying service for pension purposes, and any increment that becomes due during the period of unauthorized overstay being deferred with cumulative effect until the officer formally rejoins his parent cadre.

Furthermore, in such circumstances, proceedings may also be initiated to treat the situation as a deemed resignation from service. This information should be formally communicated to the officer concerned.
