Haryana Government Reshuffles 12 Officers: Six IAS and Six HCS Officers Transferred, Aniruddh Yadav Gets Global City Project
Haryana has reshuffled 12 officers, including six IAS and six HCS officials. Aniruddh Yadav has been appointed Additional MD, HSIIDC and CEO of the Global City Project, Gurugram.
Haryana Government has ordered a significant administrative reshuffle involving 12 officers, including six IAS officers and six Haryana Civil Service officers, with immediate effect. The changes, issued by Chief Secretary Anurag Rastogi, cover several important assignments across the state, including the Haryana State Industrial and Infrastructure Development Corporation, the ambitious Global City Project in Gurugram, municipal corporations and sub-divisional administrations.
The reshuffle brings a number of changes at the field-administration level, particularly among officers serving as Assistant Commissioners and Sub Divisional Officers (Civil). At the same time, one of the most prominent appointments in the order is that of Aniruddh Yadav, who has been given responsibility as Additional Managing Director of HSIIDC and Chief Executive Officer of the Global City Project, Gurugram.
Aniruddh Yadav Gets Key Role in Global City Project
Aniruddh Yadav has been moved from his present assignment as Sub Divisional Officer (Civil), Narnaul, where he was serving along with responsibilities as Deputy CEO and Deputy Managing Director of Haryana Multi Modal Logistic Hub Project Limited. He will now take charge as Additional Managing Director, Haryana State Industrial and Infrastructure Development Corporation, and CEO of the Global City Project in Gurugram.
The new posting puts Yadav in charge of a major urban development initiative in one of Haryana’s most economically important cities. The Global City Project is envisioned as a large-scale integrated development in Gurugram, and the CEO’s position carries significant responsibility for coordinating its implementation and related administrative work.
His simultaneous appointment as Additional MD of HSIIDC adds another important dimension to the assignment. HSIIDC is a key state agency involved in industrial and infrastructure development, land-related initiatives and the creation of planned development zones across Haryana.
Six IAS Officers Receive New Assignments
The reshuffle also involves six IAS officers, several of whom are currently serving as Assistant Commissioners (Under Training) in different districts. Their new postings place them in charge of sub-divisional administrations across Haryana.
Aditi Singhania, who was serving as Assistant Commissioner (Under Training) in Gurugram, has been posted as Sub Divisional Officer (Civil), Ellenabad. Her new assignment will put her directly in charge of the sub-divisional administration and various field-level government responsibilities in the area.
Rahul Kanwaria, serving as AC (UT), Ambala, has been appointed SDO (Civil), Pehowa. The posting marks his move from an under-training assignment into a regular field-administration role.
Ruhani, who was serving as Assistant Commissioner (Under Training), Rewari, has been transferred to Firozpur Jhirka as Sub Divisional Officer (Civil). The position involves handling a range of revenue, administrative and developmental matters at the sub-divisional level.
Suman Yadav, formerly AC (UT), Yamunanagar, has been posted as SDO (Civil), Uchana Kalan. She will now assume a field-level administrative position with direct responsibility for the sub-division.
Yogesh Dilhor, who was serving as Assistant Commissioner (Under Training), Sonepat, has been appointed SDO (Civil), Dabwali. The posting gives him a regular sub-divisional assignment after his training period.
The sixth IAS officer in the reshuffle, Vijender Hooda, has been given an additional responsibility rather than a complete change of his existing assignment. Hooda, who is serving as CEO of Zila Parishad and District Rural Development Agency in Charkhi Dadri, has been assigned additional charge as District Municipal Commissioner, Charkhi Dadri.
HCS Officers Also Transferred
The administrative exercise extends to six Haryana Civil Service officers, with several SDOs (Civil) being moved to other important assignments. The changes cover municipal administration, institutional administration and fresh field postings.
Paras Bhagoria, who was serving as SDO (Civil), Ellenabad, has been appointed Joint Commissioner in the Municipal Corporation, Karnal. The new assignment will bring him into municipal administration and involve responsibilities relating to the functioning of the corporation.
Ved Prakash, formerly SDO (Civil), Dabwali, has been posted as Additional Commissioner in the Municipal Corporation, Hisar. The posting moves him from sub-divisional administration to a senior municipal position in Hisar.
Laxmi Narayan, who was serving as SDO (Civil), Firozpur Jhirka, has been appointed Joint Director (Administration) at Shaheed Hasan Khan Mewati Government Medical College, Nalhar, Nuh. His new role will involve administrative responsibilities within the government medical institution.
Ramit Yadav, who was posted as SDO (Civil), Uchana Kalan, has been appointed Joint Director at the Haryana Institute of Public Administration, Gurugram. The institute plays an important role in training and capacity-building for government officials, making the posting an institutional assignment rather than a conventional field-administration role.
Gurvinder Singh, previously serving as SDO (Civil), Pehowa, has been transferred to Narnaul as SDO (Civil). The move brings him into a new sub-divisional assignment while maintaining his role within the field administration.
Multiple Field-Level Changes
One of the striking features of the latest reshuffle is the movement of several officers between sub-divisional postings. Ellenabad, Pehowa, Firozpur Jhirka, Uchana Kalan, Dabwali and Narnaul have all seen changes involving IAS or HCS officers.
These postings are particularly important because SDOs (Civil) operate at the frontline of district administration. Their responsibilities can cover revenue matters, law and order coordination, implementation of government schemes, disaster management, elections and other administrative duties delegated by the district authorities.
The movement of officers across these positions can therefore have a direct impact on day-to-day administration. It also gives officers experience in different districts and administrative environments.
Municipal Administration Gets New Officers
The reshuffle also strengthens the administrative setup of municipal corporations in the state. Paras Bhagoria has been moved to the Municipal Corporation, Karnal, while Ved Prakash will serve as Additional Commissioner in the Municipal Corporation, Hisar.
These positions involve oversight of municipal administration and coordination on a range of urban governance matters. With Haryana experiencing rapid urban expansion, particularly in and around major economic centres, municipal bodies are handling increasingly complex responsibilities involving civic infrastructure, public services and urban development.
Vijender Hooda’s additional charge as District Municipal Commissioner in Charkhi Dadri is another important change in this area. He will retain his existing responsibilities as CEO of Zila Parishad and DRDA while also taking on the municipal assignment.
Global City Project Gets Dedicated Leadership
The appointment of Aniruddh Yadav as CEO of the Global City Project stands out in the reshuffle because of the scale and importance of the project. Gurugram has emerged as one of Haryana’s most prominent economic and corporate hubs, and the Global City initiative is part of the state’s broader effort to create a large integrated urban and business district.
Yadav’s new role will require coordination with HSIIDC and other government agencies involved in the project. His additional responsibility as Additional Managing Director of HSIIDC also places him within the senior management structure of the corporation responsible for several major industrial and infrastructure initiatives in the state.
His previous experience as SDO (Civil), Narnaul, along with his role in the Haryana Multi Modal Logistic Hub Project Limited, gives him exposure to both field administration and infrastructure-related work. The latest posting now moves him into a major project-management and development role in Gurugram.
Reshuffle Effective Immediately
The entire reshuffle has been ordered with immediate effect. The order has been issued by Haryana Chief Secretary Anurag Rastogi as part of the state government’s continuing exercise to realign administrative responsibilities across departments and districts.
The changes bring fresh officers into several field positions while shifting others into municipal, institutional and infrastructure-related assignments. For the six IAS officers included in the order, the postings involve a mix of regular sub-divisional responsibilities and additional charge arrangements.
The six HCS officers, meanwhile, have been assigned roles spanning municipal corporations, government institutions and field administration. Taken together, the changes represent a broad administrative movement rather than a single-department reshuffle.
With Aniruddh Yadav’s appointment at the Global City Project and HSIIDC drawing particular attention, the latest order also places a senior administrative focus on one of Haryana’s most closely watched urban development initiatives. At the district level, the movement of IAS and HCS officers is expected to bring corresponding changes in the functioning of several sub-divisions across the state.
For now, all 12 postings are effective immediately, and the officers are expected to take charge of their new responsibilities in accordance with the state government’s order.

The Centre has revised the tenure of Justice Ranjit Vasantrao More, Chairman of the Central Administrative Tribunal (CAT), from four years to five years from the date he assumed charge. Under the earlier order, Justice More’s tenure had been extended up to September 8, 2026. The revised order now provides for a five-year tenure from the date of assumption of charge, giving him an additional year in office.
