Post-mortem cleared under family’s terms; IAS wife pushes for impartial investigation

The aftermath of Haryana ADGP Y. Puran Kumar’s death has snowballed into a major crisis for the state administration. According to sources, IAS and HCS officers across Haryana are considering a statewide shutdown of work beginning tomorrow, citing “systemic harassment and injustice” within the bureaucracy.

FIR Names 15 Senior Officers Across IAS and IPS

The turmoil comes soon after the Chandigarh Police registered an FIR on the basis of a complaint filed by Kumar’s wife, IAS officer Amneet (Amanit) P. Kumar. The case, lodged under charges of abetment to suicide, harassment, and misuse of authority, names 15 high-ranking officials, including serving and former DGPs, IAS officers, and IPS officers.

These names were reportedly mentioned in Kumar’s suicide note, which the family describes as his final testimony and key piece of evidence.

Family Partially Satisfied; Autopsy to Move Forward

For four days, the bereaved family withheld consent for the post-mortem, demanding concrete action before cremation. With the FIR now filed, they have agreed to proceed, but only under strict safeguards:

The autopsy will be conducted by a specialist board at PGI Chandigarh.

The earlier team from Government Medical College, Sector 32, has been rejected.

The procedure is scheduled for Friday, with videography and the family’s presence ensured.

IAS Wife Files Second Complaint

Dissatisfied with the wording of the FIR, which she says vaguely lists accused as “As Per Note,” Amneet Kumar has submitted a fresh complaint to the Senior Superintendent of Police, Chandigarh. She has alleged delays in action and possible weakening of charges, pressing for a more transparent approach.

HCS Association Steps In

The Haryana Civil Services Officers’ Association has written to Chief Minister Nayab Singh Saini, the Chief Justice of India, and the Union Home Minister, demanding:

Suspension of all officers named in the FIR

An independent, time-bound inquiry

Accountability for top-level administrative decisions

With growing support among IAS, IPS, and HCS officers, insiders suggest that a collective strike is highly likely if immediate steps are not taken.

Chief Minister Meets the Family

On Thursday, Chief Minister Nayab Singh Saini, fresh from an overseas tour of Japan, visited the family at their residence in Sector 24, Chandigarh. He held a closed-door discussion with Amneet Kumar for over an hour.

He was joined by several senior officials, including Chief Secretary Anurag Rastogi (also named in the FIR), Home Secretary Dr. Sumita Mishra, Chief Principal Secretary Rajesh Khullar, and Cabinet Ministers Krishna Lal Panwar and Krishna Kumar Bedi.

Despite the visit, the family insisted that expressions of sympathy are not enough without firm administrative action.
