The FIR Lists 15 Senior Officers; IAS, HCS Associations Threaten Strike & Family Press Conference Scheduled; Post-Mortem Cleared After Conditions Accepted
Haryana’s administration has been jolted by the suicide of Additional Director General of Police (ADGP) Y. Puran Kumar, with signs of an unprecedented protest building among civil servants. Multiple sources suggest that IAS and HCS officers across the state are preparing to halt work from tomorrow in response to what they describe as sustained harassment of officials and institutional injustice.
FIR Directly Names 15 High-Ranking Officers
Days after the senior IPS officer’s death, the Chandigarh Police registered an FIR based on a complaint from his wife, IAS officer Amneet (Amanit) P. Kumar. The case accuses 15 top officials—covering serving and former DGPs, IAS officers, and senior IPS personnel—of abetment to suicide and sustained mental harassment.

IPS: Shatrujeet Kapur (DGP, Haryana), Manoj Yadav (ex-DGP), P.K. Agrawal (ex-DGP), Kala Ramachandran (Principal Secretary), Sandeep Khirwar (ADGP), Amitabh Dhillon (ADGP), Sanjay Kumar (ADGP), Mata Ravi Kiran (ADGP), Shivas Kaviraj (IPS), Pankaj Nain (IG), Kulwinder Singh (IG), and Narendra Bijarniya (SP Rohtak).
These names were specifically cited in the officer’s suicide note, which the family considers his final testimony and crucial evidence.
Family’s Demands Before Autopsy
The family initially withheld consent for the post-mortem, refusing both the examination and funeral rites for four days. They relented only after the FIR was filed, but under strict conditions:
A special medical board from PGI Chandigarh would conduct the autopsy.
The earlier panel from Government Medical College, Sector 32, was rejected.
The examination, scheduled for Friday, would be fully video-recorded in the family’s presence.
IAS Wife Files Second Complaint
Amneet Kumar has also submitted a fresh complaint, objecting to the FIR language that described the accused as “As Per Note.” She has written to the Chandigarh SSP, insisting that the charges be pursued with greater clarity and urgency. She alleged deliberate dilution and procedural delay in the investigation.
HCS Association’s Intervention
The Haryana Civil Services Association has escalated matters by addressing letters to the Chief Minister, the Chief Justice of India, and the Union Home Minister. Their demands include:
Suspension of all officers named in the FIR
A transparent, time-bound probe
Fixing accountability at the highest administrative level
The joint resentment has led to growing talk of a mass strike involving IAS, IPS, and HCS cadres.
Chief Minister’s Visit
Chief Minister Nayab Singh Saini, on his return from Japan, personally met the bereaved family at their Sector 24 residence in Chandigarh. He spent nearly an hour in a closed-door meeting with Amneet Kumar.
He was joined by Chief Secretary Anurag Rastogi (himself named in the FIR), Home Secretary Dr. Sumita Mishra, Chief Principal Secretary Rajesh Khullar, and ministers Krishna Lal Panwar and Krishna Kumar Bedi. However, the family stated that sympathy visits and assurances would not substitute for real action.
Family to Face the Media
The Kumar family is set to hold a press briefing at 4 PM today from their home in Chandigarh. They are expected to share further excerpts from the suicide note, point out inconsistencies in the probe, and reiterate demands for stronger legal action. Concerns over their personal security and threats of defamation are also likely to be raised.
The elder daughter of ADGP Kumar has flown in from the United States to be with the family as they continue to endure the twin pressures of grief and litigation.

Even though an FIR has been filed, Chandigarh Police is drawing criticism from activists and legal experts. Concerns have been raised over:

Reluctance to arrest or suspend serving officials
