Rohtak police book four people for abetment and conspiracy; case deepens after twin suicides shake state administration

The ongoing turmoil in Haryana’s police and bureaucracy deepened further as the Rohtak Police filed an FIR against IAS officer Amneet P. Kumar, wife of the late IPS officer Y. Puran Kumar, along with three others, in connection with the alleged suicide of ASI Sandeep Kumar Lather. The case, charged under abetment to suicide and criminal conspiracy, adds a new layer of complexity to what has now become one of the state’s most controversial twin-death episodes.

The FIR came within hours of Chief Minister Nayab Singh Saini’s visit to Lather’s residence in Ladhot village, where he met the bereaved family and pledged that strict action would follow. The matter, now politically charged, has drawn in top officials and elected representatives, igniting widespread debate over corruption and accountability within Haryana’s police ranks.

Who Has Been Named in the FIR

Police officials confirmed that the FIR (No. 305), filed at Sadar Police Station, Rohtak, lists the following as accused:

Amneet P. Kumar, IAS (2001 batch), wife of the late IPS officer Y. Puran Kumar

Amit Rattan, MLA from Bathinda Rural and brother-in-law of Puran Kumar

Sushil Kumar, personal security officer (PSO) to Puran Kumar, currently under arrest in a corruption case

One unidentified person, whose name has not yet been disclosed by police

The FIR was lodged on the basis of a complaint filed by Santosh, widow of ASI Sandeep Kumar Lather, invoking Sections 108 (abetment to suicide) and 61 (criminal conspiracy) of the Bharatiya Nyaya Sanhita (BNS).

Events Leading Up to the Twin Suicides

The chain of events began on October 5, when Head Constable Sushil Kumar, serving as PSO to IG Y. Puran Kumar, was arrested on corruption charges. ASI Sandeep Lather, then attached to the Cyber Cell, was part of the investigation team that carried out the arrest and was reportedly examining leads linking Puran Kumar to the case.

The next day, October 6, a formal FIR was registered in the corruption matter. Just a day later, on October 7, ADGP Y. Puran Kumar (52) allegedly shot himself at his Chandigarh residence. His suicide note reportedly accused senior colleagues of harassment and caste-based bias.

Then, on October 8, in a shocking turn, ASI Sandeep Lather released a video message and a four-page suicide note before allegedly taking his own life. In his statement, he absolved DGP Shatrujeet Kapur of any blame but accused Puran Kumar of corruption and denied any caste-related motive behind the earlier suicide.

Political and Administrative Repercussions

The unfolding events created a storm within Haryana’s political and police establishment:

DGP Shatrujeet Kapur, a 1990-batch IPS officer, was sent on leave late Monday night.

Rohtak SP Narendra Bijarniya, mentioned in Puran Kumar’s suicide note, was transferred on October 10.

Puran Kumar’s cremation, delayed for over a week due to family protests, finally took place in Chandigarh on Wednesday.

Sandeep Lather’s body, kept in a rented freezer by his family, was released for postmortem only after the FIR was officially registered.

Chief Minister’s Visit and Family’s Conditions

During his visit, Chief Minister Nayab Singh Saini, accompanied by Ministers Krishan Lal Panwar and Mahipal Singh Dhanda, met Sandeep Lather’s family. The family demanded:

Immediate registration of an FIR against those named in the suicide note,

A government job for a dependent, and

Financial assistance from the state.

The Chief Minister reportedly agreed to all three requests. Later that day, OSD Virendra Badkhalsa read out the FIR details to the family, following which they permitted postmortem procedures at PGIMS Rohtak.

Current Status of the Investigation

The police have not yet released the complete text of the FIR or clarified the individual roles of each accused. Officials said that the case remains under active investigation and that additional evidence and statements will determine the next course of action.

With an IAS officer, an MLA, and two deceased police officials now central to the case, the developments have triggered significant political debate and media scrutiny across Haryana. The investigation’s findings are expected to have wide-reaching implications for both the state bureaucracy and the police force.
