Haryana Transfers 29 IPS and 1 HPS Officer: New SPs for 5 Districts, Ashwin Shenvi Gets Karnal IG Charge
The Haryana government has ordered a major reshuffle involving 29 Indian Police Service (IPS) officers and one Haryana Police Service (HPS) officer, bringing significant changes to the state’s police administration. The latest orders affect district police leadership as well as senior assignments at Police Headquarters, the Special Task Force, cyber and technology wings, traffic and highways, security, emergency response and police training.
Five districts – Karnal, Palwal, Panipat, Bhiwani and Narnaul – are getting new Superintendents of Police under the reshuffle. At the senior level, 2006-batch IPS officer Ashwin Shenvi, who has returned to Haryana after serving on deputation with the Central Bureau of Investigation (CBI), has been appointed Inspector General of Police, Karnal Range.
Shenvi will also hold the additional charge of IGP, Haryana Armed Police (HAP), Madhuban, Karnal. The orders were issued on September 3 by Haryana’s Additional Chief Secretary, Home Department, Sudhir Rajpal.
Ashwin Shenvi Returns to Haryana, Gets Karnal Range Charge
One of the most prominent appointments in the reshuffle is that of Ashwin Shenvi as the new IGP, Karnal Range. The 2006-batch IPS officer has returned to the state following his central deputation with the CBI and has now been given charge of one of Haryana’s important police ranges.
Along with the Karnal Range assignment, Shenvi has been entrusted with the additional responsibility of IGP, Haryana Armed Police, Madhuban, Karnal. His appointment comes at a particularly important time for the Karnal police administration, which has recently been at the centre of controversy following an alleged “double encounter” after the murder of Biru Valmiki.
Two youths, identified as Harsh and Birbal, were killed in the encounter. Following the incident, members of the Ror community staged protests and alleged that the encounters were fake. The community had also reportedly been demanding the transfer of the Karnal SP.
Against that backdrop, the change at both the range and district levels assumes added significance. While Shenvi takes over as Karnal Range IG, 2025-batch IPS officer Karan Goel has been appointed the new SP of Karnal.
Five Districts Get New Superintendents of Police
The latest reshuffle brings new district police chiefs to five Haryana districts. The appointments cover Karnal, Palwal, Panipat, Bhiwani and Narnaul, effectively giving fresh leadership to the police administration in each of these districts.
Medha Bhushan, a 2019-batch IPS officer, has been posted as SP, Palwal. Deepti Garg, a 2020-batch IPS officer, has been appointed SP, Panipat. Meanwhile, Mayank Mishra, also a 2020-batch IPS officer, has been posted as SP, Bhiwani. Prabina P has been appointed SP, Narnaul.
Karnal will get Karan Goel, a 2025-batch IPS officer, as its new Superintendent of Police. His appointment is among the most closely watched changes in the latest orders because of the recent controversy surrounding the Karnal police administration.
The five appointments collectively represent a substantial change in district-level policing, with new officers now taking charge of the police establishments in Palwal, Panipat, Bhiwani, Narnaul and Karnal.
Major Changes at Senior Levels of Haryana Police
The reshuffle is not limited to district postings. Several senior IPS officers have also been assigned important responsibilities in specialised areas of policing.
Amitabh Singh Dhillon, a 1997-batch IPS officer, has been posted as ADGP, Modernisation and Welfare. He will also hold additional charge as ADGP, Emergency Response Support System (ERSS), as well as ADGP, Traffic and Highways.
The latest arrangement therefore brings emergency response and traffic-related responsibilities under Dhillon in addition to his primary assignment.
Vikas Arora, a 1998-batch IPS officer, has been posted as ADGP, Administration, Police Headquarters. He has also been given additional responsibilities as ADGP, Cyber, Telecom and IT, besides serving as Director of the State Crime Records Bureau (SCRB).
The combination of these assignments puts a wide range of administrative, cyber, telecommunications, information technology and crime-record functions under his overall responsibility.
Ashok Kumar Posted as IGP, Police Training College
Another 2006-batch IPS officer, Ashok Kumar, has been posted as Inspector General of Police, Police Training College (PTC), Sunaria.
The appointment forms part of the wider restructuring of senior-level responsibilities in the Haryana Police. His new assignment will place him in charge of the state’s police training establishment at Sunaria.
Lokender Singh Gets Security, ATS and Commando Responsibilities
IPS officer Lokender Singh has been assigned a combination of responsibilities covering security, counter-terrorism and specialised police operations.
He will hold charge as SP, Security (CID) and will also be responsible as SP, Anti-Terrorism Squad (ATS) and SP, Commando, Newal. The arrangement brings three sensitive areas of policing under one officer, covering security functions, anti-terror operations and specialised commando responsibilities.
Rajesh Kumar Gets Additional Charge in Gurugram
Rajesh Kumar, who is currently serving as SP, State Crime Branch (SCB), has been given an additional responsibility in Gurugram.
He will also serve as SP, Community Policing and Outreach and Scrutiny, Gurugram. The additional assignment expands his existing responsibilities from state-level crime branch work to include community policing, public outreach and scrutiny-related functions in Gurugram.
Haryana STF Gets Two New SP-Level Officers
The Special Task Force (STF) has also been strengthened through two SP-level appointments. Sumit Kumar and Narender Bijarniya have both been posted as SPs in the STF.
Narender Bijarniya’s transfer is particularly significant in the context of the changes taking place in Karnal. He has been moved from his earlier responsibilities to the Special Task Force as part of the latest restructuring.
Sumit Kumar, who was serving as SP, Bhiwani, has also been shifted to the STF. He had served as Bhiwani SP during the controversy surrounding the death of female teacher Manisha. His transfer comes after the CBI submitted its closure report in the matter.
The two appointments strengthen the STF at the SP level and bring experienced officers into the state’s specialised task force.
Nitish Agarwal Appointed DCP Crime, Gurugram
The reshuffle also brings a change in the crime-policing setup of Gurugram. IPS officer Nitish Agarwal has been appointed Deputy Commissioner of Police, Crime, Gurugram. The posting puts him in charge of crime-related policing responsibilities in Gurugram, one of Haryana’s major urban police jurisdictions.
His appointment is part of the broader exercise that has seen responsibilities redistributed across the state’s district police, specialised units and senior administrative wings.
Karnal Police Leadership Undergoes Major Change
The changes in Karnal stand out in the latest reshuffle. The district is getting a new SP in Karan Goel, while Ashwin Shenvi has been brought in as IGP, Karnal Range, with additional charge of HAP, Madhuban, Karnal.
The changes come against the backdrop of the controversy surrounding the death of Biru Valmiki and the subsequent encounter in which Harsh and Birbal were killed. The Ror community had protested against the police action and alleged that the encounter was fake, while also demanding a change in the Karnal SP.
With Narender Bijarniya being moved to the STF, the appointment of Goel as Karnal SP and Shenvi as Range IG represents a significant restructuring of the police leadership in the region.
