Himachal Pradesh: State Govt Cracks Down on Bureaucratic Indiscipline; Senior Officers Sent on Leave

In a decisive administrative shake-up, the Sukhvinder Singh Sukhu-led Himachal Pradesh government has taken stern action against top bureaucrats and police officials over alleged indiscipline and internal disputes. The move follows a high-level meeting convened at Oak Over, the Chief Minister’s residence in Shimla.
Senior Officers Placed on Leave

Three senior officials have been sent on leave:

Dr. Atul Verma (IPS, 1991 batch), Director General of Police (DGP) – currently on earned leave

Omkar Sharma, Additional Chief Secretary (Home) – relieved of all departmental duties

Sanjeev Kumar Gandhi (IPS, 2012 batch), SP Shimla – reportedly on medical leave

Both Dr. Verma and Gandhi have been served show-cause notices in connection with reported misconduct and internal conflict. The government is also said to be displeased with Omkar Sharma’s report on the matter, calling it incomplete and biased.

Ashok Tiwari Appointed Acting DGP

Ashok Tiwari, Director General of Vigilance (IPS, 1993 batch), has been appointed Acting Director General of Police. The appointment was approved by the Governor and took effect immediately. Tiwari will serve in this capacity during Dr. Verma’s leave.
SP Shimla Post Handed to Gaurav Singh

With SP Sanjeev Gandhi on leave, SP Gaurav Singh from Solan district has been given additional charge of Shimla. The change is part of broader efforts to address ongoing disciplinary concerns within the police ranks.
Triggering the Crackdown

The crackdown was initiated following a high-level meeting chaired by CM Sukhu, attended by:

Chief Secretary Prabodh Saxena

CM’s Secretary Rakesh Kanwar

Secretary (Law) Sharad Kumar Lagwal

Advocate General Anoop Ratan

Sources suggest the disciplinary action against SP Gandhi stemmed partly from a written complaint filed by DGP Dr. Atul Verma, who himself is now under scrutiny for his role in the escalating internal conflict.

Key Department Reassignments

Following Omkar Sharma’s removal, several of his departments have been reassigned:

Kamlesh Kumar Pant (ACS): Home, Vigilance, Revenue; also made Chairman of the Pollution Control Board

Kadam Sandeep Vasant: Water Power Department

Rakhil Kahlon: Tribal Development Department

DGP’s Retirement Approaching

Dr. Atul Verma is set to retire on March 31, raising questions about whether additional disciplinary measures will be taken before his retirement.
