Central Deputation: IAS Kowsigan A Joins Animal Husbandry Department, IRTS Officer Sudheer Kumar Singh Named Defence Directo
The Central Government has approved the appointment of two experienced officers to important positions in the Union administration, reinforcing key ministries with seasoned bureaucratic talent. Kerala cadre IAS officer Kowsigan A and Indian Railway Traffic Service (IRTS) officer Sudheer Kumar Singh have been appointed as Directors in the Department of Animal Husbandry & Dairying and the Department of Defence, respectively, under the Central Staffing Scheme.
The appointments, cleared by the Department of Personnel and Training (DoPT), are part of the Centre’s regular administrative exercise aimed at deploying experienced officers from state cadres and central services to strategic positions in the Government of India. Both officers have been appointed for a tenure of five years, or until further orders, whichever is earlier.
Once they are formally relieved by their respective parent departments, the two officers will assume their new assignments in New Delhi, where they will contribute to policymaking, programme implementation and administrative coordination in their respective ministries.
DoPT Clears Two Significant Appointments
The Department of Personnel and Training issued separate appointment orders on Monday, July 20, 2026, confirming the induction of both officers into the Union Government under the Central Staffing Scheme.
The scheme serves as one of the Centre’s most important administrative mechanisms, allowing officers from the All India Services and Central Civil Services to work in various ministries and departments while bringing valuable field-level experience to national governance.
With these appointments, the Union Government has strengthened two important departments dealing with livestock development and national defence administration.
IAS Kowsigan A Appointed Director in Department of Animal Husbandry & Dairying
Among the key appointments, Kowsigan A (IAS:2009:KL) has been named Director in the Department of Animal Husbandry & Dairying, Government of India.
His appointment has been approved for a five-year tenure, after which he will serve in New Delhi upon being relieved by the Government of Kerala.
Kowsigan A is currently serving as the Chief Electoral Officer (CEO) of Kerala, where he has been responsible for supervising electoral administration, coordinating election-related activities and ensuring the smooth conduct of elections across the state.
His transition from electoral administration to one of the country’s most significant agriculture-related departments marks another important milestone in his administrative career.
A Rare Blend of Veterinary Science and Civil Administration
One of the distinguishing features of Kowsigan A’s professional profile is his academic background, which closely aligns with the department he is set to join.
Unlike many civil servants, he entered the Indian Administrative Service after completing professional education in veterinary sciences.
