Transfers span IPS batches 1994–2017 and JKPS batches 1999–2004; LG Manoj Sinha approves large-scale reshuffle to strengthen policing framework
Lieutenant Governor Manoj Sinha has approved a sweeping reshuffle in the Jammu and Kashmir Police, transferring and posting 21 senior officers in what is being seen as a major step toward enhancing efficiency and governance across the Union Territory.
Government Order Formalises Transfers
As per Government Order No. 484-Home of 2025, the latest exercise impacts seven IPS officers from the 1994 to 2017 batches and fourteen JKPS officers belonging to batches 1999–2004. The changes are designed to bolster field leadership, improve law-and-order management, and ensure effective command at critical levels.
Abdul Ghani Mir Elevated to Commandant General
Among the most prominent postings, IPS officer Abdul Ghani Mir (AGMUT: 1994) has been assigned as the Commandant General, Home Guards, Civil Defence and SDRF. Recently elevated to the DGP rank, Mir previously held the role of IGP, Kashmir Range, and succeeds Alok Kumar, who was handling the position as an additional responsibility.
Key IPS Transfers Announced
Several other IPS officers have been given fresh assignments to bring renewed focus at the district and security-division level:
Mohammad Yaseen Kichloo (AGMUT: 2013): Moves from SSP CICE Jammu to Principal, STC Talwara
Shobhit Saxena (AGMUT: 2015): Transferred from SSP Kathua to SSP Security, J&K
Tanushree (AGMUT: 2017): Shifted from SP SIA HQ to SSP Pulwama, replacing PD Nitya, IPS
Sahil Sarangal (AGMUT: 2017): Relocated from SSP Kulgam to SSP Handwara
Mohita Sharma (AGMUT: 2017): From AIG Provisions to SSP Kathua
Anayat Ali Choudhary (AGMUT: 2017): Moved from SSP Shopian to SSP Kulgam
This distribution ensures a healthy mix of senior experience and younger leadership across sensitive districts.
JKPS Officers Realigned for Command Roles
The reshuffle also affects 14 JKPS officers, who have been deployed to strengthen training institutes, intelligence setups, and field policing units:
Mohammad Arif Rishu (1999): From Principal, STC Talwara → Director, CTC Lethpora
Benam Tosh (1999): From SSP, EOW Jammu → Deputy Director, SKPA Udhampur
Harmeet Singh Mehta (2001): From SSP, Bandipora → Commandant, 13 IR
Javid Iqbal (2001): From Commandant, 6 JKAP → AIG, CT & Intelligence
Mohammad Fiesel Qureshi (2002): From Staff Officer to IGP Crime → SSP, EOW Jammu
Ramnish Gupta (2004): From Deputy Director, SKPA Udhampur → SSP, CICE Jammu
Aijaz Ahmed Zargar (2004): From AIG, CT & Intelligence → SSP, Bandipora

Pending Officers Receive Key Postings
Several officers awaiting assignments have also been allotted important responsibilities in the IR battalions and JKAP units:
Ashiq Hussain Tak: Deputy Commandant, 6 IR
Owaise Rashid: Additional SP, Ganderbal
Sarfaraz Bashir Ganai: Deputy Commandant, 11 IR
Ghulam Mustafa Bhat: Deputy Commandant, 17 IR
Shahzada Kabir Mattoo: Deputy Commandant, 9 JKAP
Ashish Gupta: Deputy Commandant, 5 IR
These postings plug gaps in the armed police structure, ensuring stronger deployment capacity on the ground.
Governance and Security Strengthened
Officials say the move reflects the administration’s intent to balance seniority with youthful leadership while decentralising authority to the district level. By refreshing the top and mid-level police leadership, the UT government aims to improve operational readiness, accountability, and citizen-focused policing across Jammu and Kashmir.
