J&K: Major Administrative Reshuffle Beholds Shifting of 136 JKAS Officers Across Depts

Jammu Kashmir Government Orders Major Administrative Reshuffle, Transfers 136 JKAS Officers Across Departments and Districts

The Jammu and Kashmir Government has ordered one of its major administrative reshuffles, transferring and posting 136 officers of the Jammu and Kashmir Administrative Service (JKAS) across several departments, districts and key field-level assignments. The large-scale exercise affects officers serving at different levels, from senior administrative positions to Junior Scale JKAS posts, and has brought changes in a wide range of departments dealing with revenue, education, health, taxation, rural development, tourism, social welfare, transport and other important areas of governance.

The General Administration Department issued Government Order No. 1463-JK(GAD) of 2026 on September 1, 2026, ordering the transfers and postings with immediate effect. The order covers a substantial number of officers and includes several significant changes involving district development administration as well as departmental responsibilities at the government level. The government has also directed that the officers covered by the order shall be deemed to have been relieved immediately from their respective places of posting.

Among the prominent changes, Shahbaz Ahmad Mirza, JKAS, who was serving as Member of the J&K Special Tribunal, has been transferred and posted as Secretary, J&K Public Service Commission, against an available vacancy. Khalid Majeed, JKAS, who was awaiting orders of adjustment in the General Administration Department, has been posted as Special Secretary to the Government in the School Education Department. Kanta Devi, JKAS, Regional Director, Survey and Land Records and ex-officio Settlement Officer, Jammu, has been moved to the Health and Medical Education Department as Special Secretary to the Government.

The reshuffle also brings changes in several important administrative departments. Rajinder Singh, JKAS, Special Secretary in the Agriculture Production Department, has been posted as Special Secretary in the Department of Disaster Management, Relief, Rehabilitation and Reconstruction. Sanjay Gupta, JKAS, Additional Secretary in the Mining Department, has been posted as Additional Secretary in the Department of Forest, Ecology and Environment. Amarjeet Singh, JKAS, Special Secretary in the Hospitality and Protocol Department, will now serve as Additional District Development Commissioner, Poonch, while Pankaj Gupta, JKAS, Additional Inspector General of Registration, Jammu, has been posted as Regional Director, Survey and Land Records and ex-officio Settlement Officer, Doda.

At the district level, Gulzar Ahmad Bhat, JKAS, Administrator of Associated Hospitals, Srinagar, has been posted as Additional District Development Commissioner, Pulwama. Namrita Dogra, JKAS, who was serving as Additional Commissioner, State Taxes (Administration and Enforcement), Jammu, has been appointed Regional Director, Survey and Land Records and ex-officio Settlement Officer, Jammu. Anju Gupta, JKAS, Additional Transport Commissioner, J&K, has been moved to the post of Additional Inspector General of Registration, Jammu, while Ghulam Rasool, JKAS, Special Secretary in the Revenue Department, has been posted as Additional District Development Commissioner, Kupwara.

The government has also shifted officers connected with rural development, industries, taxation and tourism. Jogindera Singh Rai, JKAS, Special Secretary in the General Administration Department, has been appointed Managing Director of the J&K Agro Industries Development Corporation. Rifat Aftab Qureshi, JKAS, Additional District Development Commissioner, Srinagar, has been posted as Director, Command Area Development, Kashmir. Rajneesh Gupta, JKAS, Chief Operating Officer, Himayat, has been appointed Special Secretary in the Hospitality and Protocol Department, while Dr Fayaz Ahmad Banday, JKAS, Director, Command Area Development, Kashmir, has been posted as Director, Urban Local Bodies, Kashmir.

Tourism and social sector assignments have also seen notable changes. Basharat Hussain, JKAS, Chief Executive Officer/Secretary of the J&K Khadi and Village Industries Board, has been posted as Chief Executive Officer of the Tourism Development Authority, Rajouri. Vinod Kumar Behnal, JKAS, Additional District Development Commissioner, Kishtwar, has been posted as Executive Director, J&K Rehabilitation Council, Social Welfare Department. Tahir Firdous Dutta, JKAS, Additional Commissioner (Central) in the office of the Financial Commissioner (Revenue), J&K, has been posted as Special Secretary in the Department of Forest, Ecology and Environment.

Several other senior-level assignments have changed hands as part of the order. Vishal Sharma, JKAS, Special Secretary in the Hospitality and Protocol Department, has been posted as Regional Director, Survey and Land Records and ex-officio Settlement Officer, Rajouri. Dhananter Singh, JKAS, Special Secretary in the Health and Medical Education Department, has been appointed Additional Commissioner, State Taxes (Administration and Enforcement), Jammu. Tazayun Mukhtar, JKAS, Chief Executive Officer, Urban Development Agency, Kashmir, who was also holding additional charge as Mission Director, DJAY, has been posted as Secretary, J&K Sports Council.

The reshuffle extends to taxation, health, elections, education and urban administration. Rakesh Kumar, JKAS, Deputy Commissioner, State Taxes (IT, Data Analytics and Economic Intelligence), Jammu, has been posted as Special Secretary in the Estates Department. Dr Zahoor Ahmad Magray, JKAS, Joint Director, Industries and Commerce (Development), Kashmir, has been appointed Additional Commissioner in the office of Divisional Commissioner, Kashmir. Masarat Hashim, JKAS, Deputy Labour Commissioner (Central), J&K, has been posted as Administrator, Associated Hospitals, Srinagar, while Ghulam Nabi Bhat, JKAS, Additional Secretary in the Agriculture Production Department, has been appointed Deputy Commissioner, State Taxes (Recovery), Kashmir.

Among other postings, Veedushi Kapoor, JKAS, Additional Secretary in the Civil Aviation Department, has been posted as Additional Secretary in the Revenue Department. Shahid Mehmood, JKAS, Additional Secretary in the Labour and Employment Department, has been appointed Programme Officer, ICDS Project, Pulwama. Anil Salgotra, JKAS, Joint Chief Electoral Officer in the office of the Chief Electoral Officer, J&K, has been posted as Joint Director, School Education, Jammu. Raj Mohammad, JKAS, Additional Secretary in the Industries and Commerce Department, has been appointed Director, Land Management, Srinagar Development Authority.

The order also makes a number of changes in cooperative institutions, handlooms, rural development and tourism. Afshan Masood, JKAS, Secretary of the J&K Advisory Board for Development of Other Backward Classes, has been posted as Joint Director, J&K Institute of Management, Public Administration and Rural Development (IMPARD). Mohammad Aslam, JKAS, Registrar-cum-Controller of Examinations at SKIMS, Soura, Srinagar, has been posted as General Manager, DIC, Ganderbal. Avleen Kour Bali, JKAS, Secretary of the J&K Advisory Board for Development of Pahari Speaking People, has been appointed Joint Registrar, Cooperatives (Special), Jammu.

Shazia Koser, JKAS, Joint Director, Handloom, Jammu, has been appointed Deputy Commissioner, State Taxes (IT, Data Analytics and Economic Intelligence), Jammu. Sumera Shamim, JKAS, Director, Land Management, Srinagar Development Authority, has been posted as Joint Registrar, Cooperative Societies (Special), Kashmir. Ashima Sher, JKAS, Joint Director at the J&K Institute of Management, Public Administration and Rural Development, has been posted as Joint Director (Administration), Directorate of Rural Development, Jammu.

There are also important changes in tourism administration. Virender Kumar Manyal, JKAS, Chief Executive Officer, Tourism Development Authority, Patnitop, has been posted as Joint Registrar, Cooperatives (Banking and Finance), J&K. Vinay Khosla, JKAS, who was awaiting adjustment in the General Administration Department, has been posted as Additional Secretary in the Culture Department. Syed Ahmad Kataria, JKAS, Additional Secretary in the School Education Department, has been appointed Deputy Commissioner, State Taxes, Enforcement (North), Kashmir, while Rakesh Dubey, JKAS, Joint Registrar, Cooperatives (Banking and Finance), has been appointed Chief Executive Officer, Tourism Development Authority, Patnitop.

Tariq Hussain, JKAS, Chief Executive Officer, Tourism Development Authority, Gulmarg, has been posted as Registrar-cum-Controller of Examinations at SKIMS, Soura, Srinagar. Alyaz Ahmad Naisroo, JKAS, Deputy Commissioner, State Taxes (Appeals-II), Srinagar, has been appointed Chief Executive Officer, Tourism Development Authority, Gulmarg. Fareed Ahmad Kohli, JKAS, Joint Director, Geology and Mining, Jammu, has been posted as Programme Officer, ICDS Project, Poonch, and will also hold charge of CEO, Tourism Development Authority, Poonch, in addition to his existing responsibilities until further orders.

The government has also made several appointments involving social welfare, higher education, rural livelihood missions and district administration. Rehana Akhtar Bijli, JKAS, Additional Secretary in the Social Welfare Department, has been posted as Secretary, J&K Advisory Board for Development of Gujjar and Bakerwals. Giasul Haq, JKAS, Additional Secretary in the Department of Disaster Management, Relief, Rehabilitation and Reconstruction, has been appointed Additional Secretary in the Higher Education Department. Mohammad Imran Khan, JKAS, Additional Mission Director, J&K Rural Livelihood Mission, Kashmir, has been posted as Programme Officer, ICDS Project, Shopian.

Gurdev Kumar, JKAS, Joint Director, School Education, Jammu, has been appointed Joint Chief Electoral Officer in the office of the Chief Electoral Officer, J&K. Sanchi Misra, JKAS, Joint Director, Food, Civil Supplies and Consumer Affairs, Jammu, has been posted as Joint Director, Handlooms, Jammu. Mantasha Binti Rashid, JKAS, General Manager, DIC, Ganderbal, has been appointed Joint Director (Administration), Directorate of Rural Development, Kashmir. Mohsin Raza, JKAS, Additional Secretary in the Department of Disaster Management, Relief, Rehabilitation and Reconstruction, has been posted as General Manager, DIC, Kishtwar.

A number of officers have also moved into district-level economic and administrative assignments. Aijaz Ahmad Shah, JKAS, Additional Secretary in the Civil Aviation Department, has been posted as General Manager, DIC, Bandipora. Parvinder Kour, JKAS, Joint Director (Administration), Directorate of Rural Development, Jammu, has been posted as Registrar, District Doda, with additional charge of General Manager, DIC, Doda. Nasir Mahmood Khan, JKAS, Joint Director (Administration), Directorate of Rural Development, Kashmir, has been appointed Deputy Commissioner, State Taxes, Enforcement (South), Kashmir, headquartered at Lower Munda.

The reshuffle reaches down to Junior Scale JKAS officers as well. Amit Singh Manhas, who was awaiting orders of adjustment in the General Administration Department, has been posted as Under Secretary in the Culture Department, while Mohd. Ashraf Wani, Under Secretary in the Skill Development Department, has had his services placed at the disposal of the Department of Rural Development and Panchayati Raj. Dr Neha Sharma, Under Secretary in the J&K Services Selection Board, has been posted as Administrative Officer, Government Medical College, Jammu, while Mohammad Iqbal Mir has been appointed Under Secretary in the Cooperatives Department.

Several Junior Scale officers have been moved to departments including Social Welfare, Finance, Industries and Commerce, Tourism, Transport, Employment, Rural Development and Panchayati Raj. The order includes postings for Waheed Ahmed, Aadil Iqbal Lone, Javid Rehman Hajam, Devia Nanda, Talat Mahmood Wani, Maqbool Ahmed, Mohib Ali Bukhari, Basharat Mehmood, Asha Kumari Sharma, Sheikh Ansar Hussain, Anis Ahmed Wani, Adnan Nazir and Aafreen Wahid Ganai, among others. Their services have been allocated to different departments or they have been given fresh responsibilities as Under Secretaries, development officers and other administrative functionaries.

The government has also made changes involving officers working in block development, ICDS, transport, election and social welfare assignments. Shashank Padha has been posted as Under Secretary in the Housing and Urban Development Department, while Hidaitullah Mir has been appointed Under Secretary in the Department of Forest, Ecology and Environment. Mahnaz Chishti, presently on maternity leave, has been transferred with her services placed at the disposal of the Social Welfare Department and will join her new assignment after completing maternity leave.

Other Junior Scale JKAS officers named in the order include Pankaj Sharma, Mohammad Arif Shah, Junaid Amin Bhat, Khanzada Mohd Usman, Mamta Sudershan, Saima Ramzan, Tawheed Ahmad Mir, Mudasir Ahmad Najar, Niharika, Rakesh Kumar, Kuldeep Kumar, Mohd Irfan, Shefali Bhagat, Aamlna Lateef and Sunil Kumar. Their services have been placed at the disposal of departments including the Services Selection Board, Transport, Rural Development and Panchayati Raj, Finance, Food and Civil Supplies, Social Welfare, Industries and Commerce and Employment.

The order also includes changes involving Dharam Paul, Under Secretary in the Revenue Department, who has been transferred and posted as Under Secretary in the Department of Food, Civil Supplies and Consumer Affairs. Taken together, the extensive list shows that the government has not limited the exercise to a few senior appointments but has undertaken a broad restructuring involving officers working at both the Secretariat and field levels.

The government has made it clear that the officers covered by the order stand relieved from their respective posts with immediate effect. This means the newly assigned responsibilities are to take effect without the usual delay associated with routine administrative movement. The scale of the exercise also makes it a significant administrative development for Jammu and Kashmir, with changes spread across a wide network of departments and districts.

Separately, in another order issued on September 1, Mir Afroz, who had been awaiting orders of adjustment in the General Administration Department, has been posted as Member, J&K Special Tribunal, with immediate effect. The separate posting comes alongside the much larger JKAS reshuffle and adds another change to the administrative structure announced by the government on the same day.
