Karnataka: 3 IAS Officers Shifted – Sivakumar K.B. Assigned Additional Charge of BMTC

Bengaluru witnessed an administrative reshuffle on Monday, with Chief Minister Siddaramaiah’s government reassigning three IAS officers to new posts across education, tourism, health, and transport sectors.

Key Highlights of the Transfers

According to the government notification dated October 6, the following changes have been made:

Thrilok Chandra K.V. (IAS, 2007 batch, Karnataka cadre)

Previous Post: Commissioner, Department of School Education, Bengaluru

New Post: Secretary, Department of Tourism, Bengaluru

Thrilok Chandra has been shifted from overseeing school education to heading Karnataka’s tourism department. The officer’s wide-ranging administrative background is expected to aid in strengthening tourism initiatives, enhancing infrastructure, and driving promotional campaigns for the state.

Sivakumar K.B. (IAS, 2010 batch, Karnataka cadre)

Current Post: Commissioner, Health & Family Welfare Services, Bengaluru

Additional Role: Managing Director, Bengaluru Metropolitan Transport Corporation (BMTC)

Sivakumar has now been entrusted with a dual mandate. While continuing to lead Health and Family Welfare Services, he will simultaneously manage the BMTC, which handles the city’s critical public transport network. His new responsibilities link two vital sectors — public health and urban mobility — that directly impact the daily lives of Bengaluru residents.

Suralkar Vikas Kishor (IAS, 2012 batch, Karnataka cadre)

Additional Charge: Continues as Special Commissioner (Health & Education), Greater Bengaluru Authority

Vikas Kishor, from the 2012 batch, has been handed charge of Bengaluru’s school education department while retaining his earlier portfolio with the Greater Bengaluru Authority. This arrangement ensures seamless continuity in policy execution across the health and education sectors within the metropolitan region.

Administrative Significance

Though limited in scale, the reshuffle has been carefully calibrated. The Siddaramaiah administration appears to be balancing continuity with fresh leadership, particularly in priority areas like education, transport, tourism, and urban health. These postings are intended to strengthen coordination among departments while addressing the city’s pressing governance challenges.
