T. Mithra IAS Gets One-Year Extension on Central Deputation as Census Operations Director in Kerala
The Appointments Committee of the Cabinet (ACC) has approved a one-year extension in the central deputation tenure of T. Mithra, IAS (KL:2009), who is currently serving as Director of Census Operations (DCO) and Director of Citizen Registration (DCR) in Kerala under the Ministry of Home Affairs. The extension will allow the 2009-batch Kerala cadre IAS officer to continue in her present assignment beyond November 19, 2026, subject to the terms specified in the government order.
The decision was taken following a proposal from the Ministry of Home Affairs and has been formally approved by the Appointments Committee of the Cabinet. According to the order issued by the Secretariat of the Appointments Committee of the Cabinet under the Department of Personnel and Training (DoPT), the extension will be for a period of one year beyond November 19, 2026, or until further orders, whichever is earlier.
T. Mithra IAS to Continue in Census Operations Role
T. Mithra is currently holding the important position of Director of Census Operations (DCO)/Director of Citizen Registration (DCR), Kerala, under the administrative control of the Ministry of Home Affairs. Her continuation comes at a time when census-related administrative responsibilities and citizen registration work remain important components of the government’s broader population and identity management framework.
Under the approved arrangement, Mithra will continue to hold the post for another year on central deputation. The order also specifies that the upgradation of the post to the level of Joint Secretary will continue for the third year, allowing the officer to remain in the upgraded position during the extended tenure.
The extension has been granted on the basis of a proposal moved by the Ministry of Home Affairs. The reference cited in the government communication is the Ministry of Home Affairs Office Memorandum No. 1/13/2007-Ad.III/Pt. (CN-13348), dated August 18, 2026.
ACC Approves Extension Beyond November 19, 2026
The order issued on September 29, 2026, by the Secretariat of the Appointments Committee of the Cabinet, Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, makes it clear that the existing central deputation tenure of T. Mithra will not end on November 19, 2026.
Instead, the officer has been granted an additional year of service in the central government assignment, subject to the phrase “or until further orders, whichever is earlier.” This means that while the approved extension is for one year, the arrangement can also come to an end earlier if subsequent government orders provide for it.
The decision is significant from an administrative perspective because the officer will continue to handle her responsibilities relating to Census Operations and Citizen Registration in Kerala. These assignments involve coordination between the Union government and the state administration, making continuity at the senior administrative level particularly relevant.
Post Continues at Joint Secretary Level
One of the notable aspects of the ACC approval is the continuation of the third-year upgradation of the post to the level of Joint Secretary. The order specifically states that the post presently held by the officer will continue to remain upgraded to the Joint Secretary level during the extended period.
Such upgradation allows an officer serving on central deputation to occupy a post that has been upgraded to a higher level for the prescribed period. In Mithra’s case, the third year of the existing upgradation will continue along with the one-year extension of her central deputation.
The arrangement reflects the government’s decision to maintain continuity in the senior-level position rather than making an immediate change in the officer’s assignment. For the Ministry of Home Affairs, this also means that the administrative responsibilities attached to the post can continue under the existing arrangement.
Ministry of Home Affairs Proposal Led to Extension
The Ministry of Home Affairs had moved the proposal seeking an extension of Mithra’s central deputation tenure. The ACC considered the proposal and subsequently approved the continuation of her tenure for another year.
The government order has been addressed to Govind Mohan, Secretary, Ministry of Home Affairs, New Delhi, formally communicating the ACC’s decision. The Ministry of Home Affairs will therefore continue to administer the officer’s assignment during the extended period in accordance with the approved terms.
The reference to the August 18, 2026, Office Memorandum forms the administrative basis cited in the order. The latest communication from DoPT records the ACC’s approval and specifies the duration and conditions attached to the extension.
2009-Batch Kerala Cadre IAS Officer
T. Mithra belongs to the 2009 batch of the Indian Administrative Service and is from the Kerala cadre. Her current assignment places her within the Ministry of Home Affairs’ administrative framework, where she is responsible for the Census Operations and Citizen Registration functions in Kerala.
The continuation of a state-cadre IAS officer on central deputation is part of the established system through which experienced officers from state cadres serve in key positions under the Union government. Such assignments often involve responsibilities that require coordination between central ministries, state governments and field-level administrative structures.
In Mithra’s case, the assignment as DCO/DCR Kerala connects her work directly with census administration and citizen registration responsibilities. Her continued tenure will therefore provide administrative continuity in these areas over the coming year.

Following the ACC’s approval, copies of the order have been circulated to a number of senior government offices and authorities. These include the Prime Minister’s Office, where the copy has been marked for Director Pooja Jain, as well as the office of the Home Minister and the Minister of State for Personnel.
The Cabinet Secretariat has also been included in the circulation, with a copy marked for Joint Secretary Kavita Singh. The Chief Secretary of the Government of Kerala has likewise been informed about the extension, ensuring that the state administration is officially apprised of the decision.
A copy has also been provided to the officer concerned, along with the offices of the Secretary (Personnel), Establishment Officer and other relevant senior officials. The Senior Technical Director of the National Informatics Centre in the Department of Personnel and Training has also been included in the distribution list.
Extension Effective Beyond November 2026
With the latest approval, T. Mithra is set to continue as Director of Census Operations/Director of Citizen Registration in Kerala beyond November 19, 2026. Her tenure will run for another year under the terms approved by the Appointments Committee of the Cabinet, unless an earlier order changes the arrangement.
