Kerala Police Sees Rare Comeback: Five Retired Officers Return to Service After Being Conferred IPS Rank
In an unprecedented development, five retired officers of the Kerala Police are set to rejoin active service after being conferred the prestigious Indian Police Service (IPS) rank by the Union Government. The decision, finalized this year, has created a rare moment in the state’s policing history, allowing experienced officers to don the uniform once again.
According to senior police officials, a total of 10 officers from Kerala — both serving and retired — have been awarded IPS rank from the 2023 and 2024 select lists, following approval by the Union Public Service Commission (UPSC) and subsequent gazette notification.
Retirement Age Difference Enables Return
The unusual comeback stems from the difference in retirement ages. While state service officers retire at 56, IPS officers retire at 60. This gap has enabled several officers who were conferred IPS rank post-retirement to serve an additional two to four years. Most officers on the current list are between 56 and 58 years old, giving them a limited but meaningful extension in uniform.
Officials confirmed that some of the retired officers have already rejoined and are awaiting formal postings, while one officer’s clearance remains pending due to an ongoing inquiry.

Among them, C S Shahul Hameed, who retired as Superintendent of Police (SP) with the Crime Branch in Idukki, expressed his gratitude:
“Though there was a break in service after my retirement, I am excited to wear the uniform again and continue serving the force. Even a single day in uniform now is a matter of pride and happiness for me,” he said. Hameed is expected to serve for approximately three and a half years.

Delay in UPSC Approval
Sources in Kochi city police revealed that delays in UPSC approval of the 2023 and 2024 select lists led to postponed promotions and appointments under the “conferred IPS” category. Such delays have occurred in the past, sometimes extending for years, affecting service continuity and promotion timelines.
Service Break but IPS Benefits Applicable
Officials clarified that officers conferred IPS rank while still in service receive extended tenure along with enhanced pay scales and allowances. Those conferred IPS post-retirement experience a break in service but are entitled to IPS-ranked pay and benefits during their extended tenure. Most officers typically retire at the SP rank, while a few reach the rank of Deputy Inspector General (DIG).

The return of five retired officers to active duty marks a rare but symbolic moment for the Kerala Police. The move not only recognizes meritorious service but also allows seasoned officers to contribute their experience and leadership to the force for a few more years.
