Kerala: New ‘Kerala AIS Allowance’ Introduced for Bureaucrats to Address 24/7 Workload

Kerala Govt introduces new AIS Allowance for IAS, IPS, and IFS officers from March 1, 2026. Senior officers to receive ₹38,340 per month, others ₹19,170, linked to minimum wage rates to support heavy workloads.

In a significant move aimed at supporting senior bureaucrats facing mounting administrative pressures, the Government of Kerala has introduced a new financial benefit titled the “Kerala AIS Allowance” for officers belonging to the All India Services (AIS) serving in the state cadre. The allowance, effective from March 1, 2026, will cover officers from the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Forest Service (IFS).

The decision follows a formal representation submitted by IAS officers in 2024, highlighting the intensifying workload, round-the-clock responsibilities, and the need for additional domestic support to balance professional and personal obligations.

Background of AIS Allowance in Kerala

Kerala first sanctioned an allowance for AIS officers in 2013, designed to help them manage expenses such as:

Hiring office assistants

Fuel costs for personal vehicles used for official work

Electricity and water bills

The financial assistance was graded according to rank.

In 2019, the government revised the rates to reflect rising living and operational costs. Under the revised structure:

Junior Scale AIS officers received about ₹2,900 per month

The allowance increased with seniority

Chief Secretary-level officers received up to ₹11,400 per month

However, officers later argued that the allowance had become insufficient given the growing demands of governance.

IAS Officers’ Representation in 2024

In 2024, IAS officers in Kerala submitted a detailed representation to the state government, citing:

Multiple administrative charges held simultaneously

24/7 responsibilities in the era of digital governance

Heavy workloads leaving little time for domestic arrangements

They emphasized that inadequate domestic support created difficulties, particularly for officers with dependent children and family responsibilities. To address this, they proposed a daily wage allowance linked to the government’s notified minimum wage rates, claimable through self-certification.

Chief Secretary’s Order

Acting on the representation, Chief Secretary A Jayathilak issued an order introducing the new Kerala AIS Allowance scheme. The allowance is specifically designed to help officers hire domestic support staff, with wages linked to the minimum daily wage notified by the state government.

Allowance Structure Under the New Scheme

For Senior Officers (Principal Secretary and above):

Eligible for wages of two daily wage staff members

Includes positions such as Principal Secretary (IAS), Additional Director General of Police (IPS), and Additional Principal Chief Conservator of Forests (IFS)

Monthly allowance: ₹38,340

For Officers up to Secretary Level (Pay Matrix Level 14):

Eligible for wages of one daily wage staff member

Monthly allowance: ₹19,170

Automatic Revision

The allowance will be automatically revised whenever the state revises its minimum daily wage rates, ensuring alignment with actual costs of hiring domestic help.

Conditions for Claiming the Allowance

The government order specifies:

Officers must submit a self-certification confirming that no domestic staff is provided by the government or borrowing agencies at their residence.

The allowance cannot be claimed if staff are already provided at government expense.

Officers under suspension or absent without authorization will not be eligible.

Significance of the Move

The introduction of the Kerala AIS Allowance reflects the government’s recognition of the intensive, round-the-clock responsibilities handled by senior bureaucrats. By linking the allowance to minimum wage rates and enabling officers to claim support for domestic help, the state aims to reduce personal and logistical burdens faced by administrators managing demanding governance roles.
