KPSC Veterinary Exam Case: IAS Gyanendra Gangwar, Tumakuru University Syndicate Member Sent to 10-Day CID Custody
IAS officer Gyanendra Kumar Gangwar and Tumakuru University syndicate member Basavaraj N Kannale have been remanded to 10-day CID custody in the alleged KPSC veterinary exam paper leak and OMR tampering case.
The investigation into alleged irregularities in a Karnataka Public Service Commission (KPSC) veterinary examination has taken a significant turn, with a city court remanding IAS officer Gyanendra Kumar Gangwar and Tumakuru University syndicate member Basavaraj N Kannale to 10 days of Criminal Investigation Department (CID) custody.
The two men are being investigated over allegations involving a question paper leak, manipulation of OMR answer sheets and attempts to help selected candidates clear the examination through intermediaries. Gangwar was arrested after appearing before the CID, while Kannale was detained in Delhi as investigators intensified their probe into what they suspect could be a wider examination racket.
The case has drawn considerable attention because Gangwar was serving as KPSC’s Controller of Examinations when the veterinary examination was conducted. Investigators are now examining whether his official position had any connection with the alleged irregularities and whether confidential examination-related information was compromised.
IAS Officer Gyanendra Gangwar Arrested After CID Questioning
Gangwar appeared before the CID as part of the ongoing investigation into the alleged KPSC examination scam. Following his appearance and questioning, the agency arrested the IAS officer.
According to the prosecution, Gangwar was arrested on Saturday night after investigators alleged that he had not been cooperating fully with the probe. The prosecution subsequently opposed the bail request made on his behalf and argued before the court that there was no medical emergency that required his immediate release from custody.
Gangwar’s legal team, however, sought bail on health grounds. His counsel told the court that the IAS officer suffers from a disc bulge and asthma and requires medical attention.
The prosecution countered that Gangwar had already undergone a medical examination and that there was no immediate medical condition warranting his release. After hearing both sides, the court permitted the CID to take Gangwar into custody for 10 days.
The custody period is expected to give investigators additional time to question him, confront him with documents and other evidence and establish the sequence of events surrounding the examination.
Basavaraj Kannale Detained in Delhi
The second accused under investigation, Basavaraj N Kannale, was detained in Delhi on Sunday evening. Kannale is a syndicate member of Tumakuru University and is being investigated over his alleged connection with the examination irregularities.
The CID is particularly interested in understanding the nature of his alleged communication with Gangwar during the examination process. Investigators reportedly believe that the two were in contact during a crucial period and are examining whether those communications have any connection with the alleged leak or other irregularities.
The agency has also claimed to have recovered documents that it considers incriminating and potentially relevant to the alleged question paper leak. The contents of these documents, their origin and their evidentiary value will be examined during the investigation.
At this stage, the allegations remain allegations and have yet to be conclusively established in court.
CID Examines Alleged Communication Between Gangwar and Kannale
One of the most important strands of the investigation is the alleged communication between Gangwar and Kannale around the time of the veterinary examination.
According to the CID’s claims, Kannale was allegedly in constant communication with Gangwar during the examination. Investigators are trying to determine why the communication took place, what was discussed and whether any confidential information connected with the examination was shared.

Candidates Raise Serious Allegations
The investigation came into focus after candidates who appeared for the veterinary examination raised complaints about alleged malpractice.
Among the most serious allegations is that the examination question paper was leaked to selected candidates before or during the examination. If established, such a leak would raise major questions about the integrity of the recruitment process and the fairness of the examination for thousands of candidates.
Candidates have also alleged that OMR answer sheets were manipulated to favour certain individuals. OMR sheets are a critical component of objective examinations because they are used for automated evaluation, meaning any deliberate alteration could potentially change a candidate’s final result.
The complaints also contain allegations of a money-for-selection arrangement involving alleged middlemen. According to the allegations, candidates were reportedly asked to pay substantial sums in return for assistance in clearing the examination.
The amounts allegedly demanded from candidates were said to be between ₹70 lakh and ₹80 lakh. The CID is examining these claims as part of its wider investigation into whether the alleged examination irregularities were linked to an organised network.
Gangwar’s Position as KPSC Controller Under Focus
Gangwar’s role as Controller of Examinations at KPSC at the time of the veterinary examination is a central part of the investigation.
The position is directly connected with the administration and conduct of examinations organised by the commission. As a result, investigators are examining whether the alleged leak or manipulation could have occurred through misuse of official access or whether confidential examination-related processes were compromised in some other manner.
The CID is also expected to examine the procedures followed for handling question papers, examination material and OMR sheets. The investigators may look at who had access to sensitive material, when that access was available and whether there were deviations from established procedures.
The alleged communication between Gangwar and Kannale has added another layer to these questions. Investigators are expected to compare the communications with the examination timeline and other evidence collected during the case.
Alleged Role of Middlemen and Financial Trail
The alleged demand for ₹70 lakh to ₹80 lakh from candidates has given the case a significant financial dimension.
Investigators are likely to examine whether money actually changed hands, who allegedly collected or facilitated such payments and whether any financial transactions can be connected to candidates seeking favourable treatment in the recruitment process.
Such an inquiry could potentially widen the scope of the investigation if the CID finds evidence of an organised network involving candidates, intermediaries and individuals with access to examination-related information.
For now, however, the claims remain part of the allegations being investigated. Any financial liability or criminal involvement will ultimately have to be established through admissible evidence and the judicial process.
Enforcement Directorate Also Interested in the Case
The investigation has also attracted the attention of the Directorate of Enforcement (ED). According to the available information, the central agency is waiting for Gangwar’s CID custody to conclude before questioning him separately.
The ED’s involvement could add a financial investigation to the existing criminal probe, although specific details about the aspects it intends to examine have not been disclosed.
The agency’s interest could become significant if investigators uncover evidence suggesting that money allegedly collected through the examination racket was subsequently transferred, concealed or used in a manner attracting provisions of the Prevention of Money Laundering Act.
At present, there is no indication that the ED has reached any final conclusion regarding Gangwar’s financial liability. Its proposed questioning is part of the broader investigative process.
Who Is Basavaraj N Kannale?
Basavaraj N Kannale is a syndicate member of Tumakuru University. Besides his university-related position, he is associated with businesses in the travel and real estate sectors and is also reportedly connected with a national political party in a functionary capacity.
His alleged communication with Gangwar during the examination has placed him under the CID’s scanner. Investigators are now expected to question him about his interaction with the former KPSC examination controller and examine the documents and other material reportedly recovered during the probe.
The agency will also seek to establish whether Kannale had any access to confidential examination information and, if so, how that information may allegedly have been used.
What Happens During the 10-Day CID Custody?
The court’s decision to grant 10 days of CID custody gives investigators an extended opportunity to question both accused persons and confront them with the evidence collected so far.
The probe is expected to cover multiple strands – the alleged question paper leak, suspected OMR manipulation, communications between Gangwar and Kannale, the role of alleged middlemen and the financial claims involving candidates.
Investigators will also likely attempt to reconstruct the entire examination process, from preparation and handling of the question paper to its distribution, conduct of the examination and evaluation of answer sheets. Any unexplained deviation from standard procedures could become important as the investigation progresses.
For candidates who appeared for the veterinary examination, the allegations have raised concerns about whether the recruitment process was conducted fairly. The credibility of a public recruitment examination depends heavily on confidentiality, transparent procedures and equal treatment of candidates.
The case is now at a crucial investigative stage. Gangwar and Kannale have been placed in CID custody, while investigators continue to collect evidence and examine the allegations.
