Ladakh Administration Assigns Portfolios to IAS Officers for Streamlined Governance

Chief Secretary Ashish Kundra entrusted with key departments; Commissioner Secretaries and Administrative Secretaries allocated major portfolios to strengthen governance in the Union Territory.

Background

The Ladakh Administration has issued fresh orders allocating portfolios to IAS officers to ensure efficient governance across the Union Territory. The notification was released by the General Administration Department based on recommendations from the Civil Services Board.

Key Appointments

Chief Secretary Ashish Kundra

Entrusted with Finance, Home and Vigilance (CVO), Forest, Ecology and Environment, and Revenue. He now will also serve as Advisor to the Lieutenant Governor.

Commissioner Secretary Dr. Laltinkhuma Franklin

Assigned Health and Medical Education, Planning, Development and Monitoring. He will function as Secretary to the Lieutenant Governor. Additional responsibilities include overseeing Finance Department matters in Delhi, serving as Commissioner, State Taxes and Excise, and Director, Accounts and Treasuries.

Administrative Secretaries

Sanjit Rodrigues: Housing & Urban Development, Tourism & Culture.

Rahul Sharma: Transport, Elections, Food & Civil Supplies, Consumer Affairs, Public Health Engineering, Irrigation & Flood Control. Also Chief Electoral Officer, Ladakh, and Inspector General of Registration.

Bhupesh Chaudhary: Industries & Commerce (including Mining & Geology), Civil Aviation, Science & Technology, Agriculture & Horticulture. Also Managing Director of SIDCO.

Shashanka Ala: Rural Development & Panchayati Raj, Information Technology, Social & Tribal Welfare.

Bhanu Prabha: Higher Education, Technical Education & Skill Development, School Education, Cooperatives, Disaster Management, Relief, Rehabilitation & Reconstruction.

Baseer Ul Haq Choudhary: Public Works (Roads & Buildings), Hospitality & Protocol, Estates, Information & Public Relations.

Rudra Goud PT: General Administration (including ARI & Trainings, Grievances, Press, Stationery & Office Supplies), Power Development & New and Renewable Energy, Labour & Employment, Animal & Sheep Husbandry, Fisheries.

Implications

The reshuffle is designed to strengthen administrative efficiency and ensure focused sectoral governance. By distributing portfolios across experienced officers, the administration aims to improve coordination, accountability, and service delivery.

The changes highlight Ladakh’s emphasis on infrastructure, social welfare, agriculture, energy, and tourism development.
