Saju Vaheed A, a 2015-batch Tripura-cadre IAS officer, has been appointed Deputy Director at LBSNAA Mussoorie at the Deputy Secretary level for four years under the Central Staffing Scheme.
Saju Vaheed A Appointed Deputy Director at LBSNAA
The Government of India has approved the appointment of Saju Vaheed A, a 2015-batch Indian Administrative Service (IAS) officer of the Tripura cadre, as Deputy Director at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. According to an official communication issued by the Department of Personnel and Training (DoPT), the appointment will be at the Deputy Secretary level under the Central Staffing Scheme for a period of four years from the date he assumes charge, or until further orders, whichever occurs earlier.
The appointment has been communicated to the Chief Secretary of the Government of Tripura through an official letter issued by the Office of the Establishment Officer, Department of Personnel and Training. The state government has been requested to relieve the officer of his current duties immediately so that he can take up his new assignment at the national civil services training academy in Mussoorie.
Four-Year Tenure Under Central Staffing Scheme
As stated in the DoPT communication, Saju Vaheed A’s tenure at LBSNAA will be for four years from the date he takes charge of the post. However, the appointment will remain subject to further orders, with the earlier of the two conditions determining its duration.
The Central Staffing Scheme provides a framework for the appointment of eligible officers to positions in the Central Government. Under this arrangement, officers from state cadres may be assigned responsibilities in central ministries, departments and other designated institutions, subject to the applicable rules and approval procedures.
In this case, the competent authority has approved Saju Vaheed A’s appointment as Deputy Director at the Deputy Secretary level. The official letter directs the Tripura government to relieve him immediately and instruct him to report for his new assignment at LBSNAA, Mussoorie.
DoPT Sets Three-Week Joining Deadline
The Department of Personnel and Training has also drawn attention to the applicable joining deadline for officers appointed under the Central Staffing Scheme. The communication refers to directions issued by the Appointments Committee of the Cabinet (ACC), conveyed through a DoPT circular dated August 17, 2005.
According to the letter, an officer is required to join the assigned post within three weeks from the date of issue of the DoPT appointment order. If the officer fails to join within this period, the process of debarment from the Central Staffing Scheme will be initiated.
The instruction highlights the importance of completing the joining formalities within the prescribed timeframe. The letter does not specify the exact date on which Saju Vaheed A is expected to assume charge, as the four-year tenure will begin from the date he takes over the post.
Appointment Communication Sent to Tripura Chief Secretary
The official communication has been addressed to the Chief Secretary, Government of Tripura, Agartala, requesting the state administration to facilitate the officer’s release from his current duties. The letter also directs that Saju Vaheed A be instructed to take up his new assignment at LBSNAA.
A copy of the communication has been forwarded to the Secretary, Department of Personnel and Training, with a request to provide a copy of the appointment notification once it is issued. Other recipients include the offices and officials concerned with personnel administration and the Central Staffing Scheme.
The communication was issued by Ajit Kumar Ranjan, Deputy Secretary to the Government of India, on behalf of the Department of Personnel and Training. It carries File No. 6/30/2026-EO(MM-I).
LBSNAA’s Role in Civil Services Training
Located in Mussoorie, Uttarakhand, the Lal Bahadur Shastri National Academy of Administration is a key institution in India’s civil services training system. The academy is associated with the training of civil servants, including officers of the Indian Administrative Service, and conducts programmes intended to develop their administrative knowledge, professional capabilities and understanding of public service.
The appointment of a Deputy Director at the Deputy Secretary level forms part of the academy’s administrative and institutional structure. The official communication, however, does not specify the particular division, training programme or portfolio that Saju Vaheed A will oversee after joining.
His appointment brings him to a central government assignment under the Central Staffing Scheme, subject to the terms outlined in the DoPT order.
The appointment order directs the Government of Tripura to relieve Saju Vaheed A immediately and facilitate his joining at LBSNAA, Mussoorie. It also reiterates the three-week joining requirement applicable under the cited DoPT circular and warns that failure to join within the prescribed period will trigger the process of debarment from the Central Staffing Scheme.
