Haryana government transfers 17 IAS and 7 HCS officers in a major reshuffle. Hema Sharma becomes Karnal Divisional Commissioner as key departments and districts get new officers.
Chandigarh, August 7, 2026: The Haryana government has carried out a major administrative reshuffle involving 24 officers from the Indian Administrative Service and Haryana Civil Services. The latest orders bring changes across several important departments as well as district-level administrations, with a number of officers receiving additional responsibilities alongside their existing assignments.
The Governor has approved the transfers and fresh postings, with the orders issued by Haryana Chief Secretary Anurag Rastogi on August 7, 2026. The new arrangements have taken effect immediately and cover a wide administrative spread, including Social Justice and Empowerment, Youth Empowerment and Entrepreneurship, Finance, Medical Education and Research, Information and Public Relations, Mines and Geology, Human Resources, General Administration, Personnel and Vigilance.
The reshuffle also brings changes in several districts and urban administrative bodies. Karnal, Faridabad, Gurugram, Kurukshetra, Ambala, Charkhi Dadri and Rohtak are among the areas affected by the latest orders.
G. Anupama Gets Additional Charge of Youth Empowerment Department
Senior IAS officer G. Anupama, a 1991-batch officer, has been given additional responsibility as Additional Chief Secretary, Youth Empowerment and Entrepreneurship Department. She will continue as Additional Chief Secretary, Social Justice and Empowerment Department while taking on the new assignment.
With Anupama being given the additional charge, 1998-batch IAS officer Rajeev Ranjan has been relieved of the additional responsibility of the Youth Empowerment and Entrepreneurship Department. The change adds another significant portfolio to Anupama’s existing senior-level responsibilities within the Haryana administration.
C.G. Rajini Kanthan Gets Medical Education and Research
C.G. Rajini Kanthan, an IAS officer of the 2004 batch, will continue to hold the Finance Department while also taking charge as Commissioner and Secretary, Medical Education and Research Department. The officer succeeds Dr. Sumita Misra, a 1990-batch IAS officer, in the medical education portfolio.
The new arrangement places Finance and Medical Education and Research under the responsibility of an officer who will now handle two important areas of state administration. Both departments involve substantial policy, financial and institutional responsibilities, making the latest assignment an important part of the reshuffle.
Khetmalis Makarand Pandurang Gets Three Major Assignments
One of the more significant changes involves 2007-batch IAS officer Khetmalis Makarand Pandurang, who has been given charge of three important positions. He has been appointed Commissioner and Secretary, Information, Public Relations, Languages and Culture Department, as well as Commissioner and Secretary, Mines and Geology Department.
Pandurang will also serve as Chief Executive Officer of the Panchkula Metropolitan Development Authority. These responsibilities bring information and public relations, mining administration and metropolitan development under his supervision, giving him a broad administrative mandate across three important areas.
He takes over responsibilities that were earlier handled by Amit Kumar Agrawal, a 2003-batch officer, and C.G. Rajini Kanthan, a 2004-batch officer.
Dushmanta Kumar Behera Shifted to Human Resources and GAD
Dushmanta Kumar Behera, an IAS officer of the 2007 batch, has been transferred from the Revenue and Disaster Management Department. He has now been appointed Commissioner and Secretary, Human Resources Department and General Administration Department.
Behera replaces Phool Chand Meena, a 2004-batch IAS officer, in these responsibilities. The new assignment gives Behera charge of two important areas dealing with personnel administration and the broader functioning of the state government machinery.
Rajeev Ratan Moved From Karnal, Hema Sharma Gets Key District Post
Another major change has taken place in the Karnal administrative setup. Rajeev Ratan, a 2008-batch IAS officer, has been transferred from his position as Divisional Commissioner, Karnal and assigned three responsibilities at the state level.
He has been appointed Secretary, Personnel, Training and Parliamentary Affairs Department, along with the responsibility of Vigilance Inquiry Officer and the post of Director General, Supplies and Disposals. He replaces Pankaj, a 2009-batch IAS officer, in the concerned responsibilities.
Following Rajeev Ratan’s transfer, Hema Sharma, an IAS officer of the 2010 batch, has been appointed Divisional Commissioner, Karnal. Her posting gives her charge of an important administrative division that includes significant district-level coordination responsibilities.
Several Mid-Career IAS Officers Receive New Assignments
The reshuffle has also resulted in substantial movement among mid-career IAS officers. Dr. Aditya Dahiya, a 2011-batch officer, has been appointed Director, Information, Public Relations, Languages and Culture Department. He will also serve as Managing Director of Haryana Vidyut Prasaran Nigam Limited and Managing Director of Haryana Power Generation Corporation Limited.
Dhirendra Khadgata, a 2012-batch IAS officer, has been appointed Director, Medical Education and Research Department, as well as Director, State Transport. Yashendra Singh, an IAS officer of the 2011 batch, has been posted as Municipal Commissioner, Faridabad and will also hold charge as CEO of Faridabad Smart City Limited.
Pradeep Dahiya, a 2013-batch officer, has been appointed Municipal Commissioner, Gurugram and District Municipal Commissioner, Gurugram. Pratima Chaudhary, also from the 2013 batch, has received additional responsibility as Member Secretary, Haryana State Commission for Women, along with her assignment as Managing Director, Haryana Women Development Corporation.
Younger IAS Officers Also Included in the Reshuffle
The latest administrative orders extend beyond senior and mid-career officers, with several younger IAS officers also receiving fresh responsibilities. Renu Sogan, a 2019-batch officer, has been posted as Additional Secretary, Public Health Engineering Department.
Samvartak Singh Khangwal, also from the 2019 batch, has been given additional charge as Director and Additional Secretary, Mines and Geology Department. The assignment adds to the administrative changes taking place within the department following Pandurang’s new responsibilities.
Vivek Arya, a 2021-batch IAS officer, has been appointed Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Kurukshetra. He will also serve as CEO, Shri Mata Mansa Devi Shrine Board and CEO, Zila Parishad-cum-DRDA, Panchkula.
Arya has been assigned these responsibilities against the vacancy created due to the leave of Nisha, another 2021-batch IAS officer.
Eight HCS Officers Also Get Fresh Postings
The administrative exercise is not limited to IAS officers. Seven HCS officers have also been transferred or assigned new responsibilities under the latest orders, adding another layer to the state-wide reshuffle.
Yogesh Kumar Mehta, HCS 2004, has been appointed Secretary, Haryana Traders Welfare Board. Vijender Hooda, HCS 2013, has been posted as CEO, Zila Parishad and DRDA, Charkhi Dadri, while Virender Chaudhary, HCS 2013, has been appointed Additional Deputy Commissioner-cum-District Citizen Resources Information Officer, Kurukshetra.
Pankaj Kumar, HCS 2014, has been appointed CEO, Kurukshetra Development Board. Sachin Gupta, HCS 2018, has been posted as Deputy Commissioner, Ambala, giving him charge of the district administration.
Suresh Kumar, HCS 2019, has been appointed City Magistrate, Charkhi Dadri. Monika, HCS 2023, has been appointed Joint Director, Education Department, Administration and Mid-Day Meal.
Manjeet Kumar, HCS 2023, has been appointed Estate Officer and Land Acquisition Officer, Rohtak. He replaces Shubham, HCS 2023, in the assignment.
Major Administrative Reorganisation Across Haryana
The latest orders represent a broad restructuring of Haryana’s administrative machinery, with changes taking place at both the state secretariat and district levels. Several key departments have either received new leadership or seen additional charges redistributed among serving officers.
Finance, Medical Education and Research, Human Resources, General Administration, Mines and Geology, Information and Public Relations, Personnel and Vigilance are among the major areas affected. The government has also made several changes in urban and district administration, particularly in Karnal, Faridabad, Gurugram, Kurukshetra, Ambala, Charkhi Dadri and Rohtak.
