The final decision was taken during a UPSC meeting held on October 7, 2025, conducted in accordance with Regulation 7(3) of the IPS (Appointment by Promotion) Regulations, 1955. These regulations govern the promotion of state police officers to the all-India service.

IPS Probationers Briefed on Security Situation in Manipur
In a parallel development, a group of ten IPS probationers called on the Governor of Manipur, Mr. Ajay Kumar Bhalla, at Raj Bhavan on November 28, 2025. These young officers are currently deployed in various districts as part of their field training.
The probationers were briefed on:
Ongoing security challenges along Manipur’s sensitive border areas
Strategies to maintain peace amid ethnic tensions
Law-enforcement priorities in vulnerable regions
They are actively contributing to peace-building initiatives, counter-insurgency support, and community outreach efforts within conflict-prone zones.
Strengthening Policing Capacity in a Sensitive Border State
The promotion of six senior state officers to IPS rank, combined with the deployment of fresh IPS probationers, comes at a crucial time for Manipur. The state continues to grapple with security concerns, ethnic tensions, and border-related volatility. Strengthening the senior command structure is seen as essential for stabilising law and order.
The latest UPSC approvals are therefore expected to improve decision-making, enhance operational coordination, and support long-term institutional reforms within Manipur Police.
