The decision came after the agitation escalated into a statewide “tools down strike,” effectively paralysing key government departments.
Government Bows to Pressure After Widespread Agitation
After over 40 days of peaceful demonstrations, the situation reached a breaking point this week when the JCC called for a total work stoppage. The strike disrupted routine operations in several departments, prompting the state cabinet to hold an emergency meeting on Thursday evening.
According to Chief Secretary Sentiyanger Imchen, the government decided to recall the panel of names submitted to the Union Public Service Commission (UPSC) for IAS induction, citing irregularities in the procedure and the need for greater transparency.
What Triggered the JCC Movement
The JCC — a federation of powerful employee unions including CANSSEA, NIDA, NSSA, NFASA, and FNSEA — launched its first phase of protest on September 24, initially with black badge campaigns and poster drives. The movement gained momentum after the government failed to meet its main demands:
