Rajasthan Implements Major Police Reform; Creates New DG (Law & Order) Post and Appoints IPS Sanjay Agarwal to Lead Critical Security Divisions
The Rajasthan government has introduced a major restructuring initiative within its police administration to strengthen public safety, improve operational coordination, and respond to evolving security threats. As part of this reform, the state has created a new high-level position—Director General (Law & Order)—and appointed senior IPS officer Sanjay Agarwal to the newly established post. The announcement was formally conveyed through an order issued by State DGP Rajiv Kumar Sharma, marking a significant shift in the organizational architecture of the Rajasthan Police.
Why the New DG Post Was Created
This structural change comes at a time when the state is grappling with multiple security challenges:
A noticeable rise in certain categories of crime
Increasing incidents of digital and cyber-enabled offences
Growing pressure on police forces due to disaster management responsibilities
The need for better integration between specialized wings
By creating this singular command post, the government aims to streamline departmental coordination, enhance rapid response capabilities, and improve the efficiency of law enforcement operations across Rajasthan.
DG Sanjay Agarwal to Lead Three Core Wings of Rajasthan Police
Under the new administrative arrangement, DG Sanjay Agarwal will function directly under the supervision of the Director General of Police. He will head three key divisions, which together form the backbone of the state’s security machinery:
Law and Order Wing – responsible for maintaining peace, preventing criminal disturbances, handling sensitive situations, and ensuring statewide stability.
Armed Battalions – comprising special armed units positioned for rapid deployment during emergencies, crowd management, and high-risk operations.
State Disaster Response Force (SDRF) – tasked with disaster preparedness, search-and-rescue missions, and emergency response coordination during natural and man-made calamities.
Strengthening Cybersecurity: Additional Charge to DG Agarwal
In recognition of the escalating threat of cybercrime, the government has also entrusted DG Agarwal with the Cyber Crime and Technical Services Division. This wing deals with:
Digital forensics
Tracking online fraud, identity theft, and cyber-enabled financial crimes
Monitoring cyber threats affecting individuals, businesses, and government networks
Developing preventive strategies and modernising technological infrastructure
This added responsibility underscores the state’s intention to aggressively counter cyber risks and protect citizens in an increasingly digitalized environment.
A Move Toward Unified, Integrated Policing
Before this reform, responsibilities related to law and order, disaster management, cybercrime, and armed units were dispersed among multiple officers. This fragmented structure sometimes caused delays in decision-making and communication gaps during high-pressure situations.
By placing all these functions under the authority of a single DG-ranked officer, the Rajasthan government aims to:
Enable faster coordination between field units
Improve information sharing
Reduce overlap and administrative bottlenecks
Enhance preparedness for emergencies
Strengthen the police force’s overall command structure
Security experts believe this reform marks an important step toward integrated policing—a model where different branches of law enforcement work in harmony under unified leadership. The appointment of an experienced officer like Sanjay Agarwal, who has a strong track record in policing and public safety, is expected to significantly reinforce Rajasthan’s internal security framework.
The initiative reflects the government’s broader commitment to modernizing the police force, embracing advanced technologies, and creating a safer, more resilient environment for the citizens of Rajasthan.
