Keerti Tiwari Repatriated from NITI Aayog to Parent Cadre to Avail Promotion Benefits

The Department of Personnel & Training (DoPT) has approved the premature repatriation of Ms. Keerti Tiwari, an Indian Information Service (IInfoS) officer of the 2008 batch, from NITI Aayog to her parent cadre. The decision has been taken to enable the officer to avail the benefit of promotion in her parent organisation, bringing an early end to her current tenure as Director at the government’s premier public policy think tank.

The approval was conveyed through an Office Memorandum issued by the Office of the Establishment Officer under the Department of Personnel & Training, Government of India. The order directs that Tiwari may be relieved of her duties at NITI Aayog immediately so that she can report back to her parent cadre and complete the formalities associated with her promotion.

DoPT Approves Premature Repatriation

According to the DoPT Office Memorandum bearing File No. 7/5/2022-EO(MM-I), the decision follows a proposal submitted by NITI Aayog regarding the premature repatriation of Keerti Tiwari. The matter was formally taken up by the competent authority after NITI Aayog forwarded its proposal to the Department of Personnel & Training.

The document refers specifically to NITI Aayog’s communication bearing G.M. No. A-19013/1/2023-Admn.II, dated September 21, 2026. Based on this proposal, the competent authority has now approved Tiwari’s premature return to her parent cadre, with the stated objective of allowing her to avail the benefit of promotion.

The order is clear that the move is not a routine transfer or a disciplinary action. Instead, it is an administrative arrangement connected with the officer’s career progression. Tiwari is required to leave her present assignment at NITI Aayog and report to the parent cadre, where the promotion-related process can be given effect.

Keerti Tiwari Was Serving as Director at NITI Aayog

At the time of the order, Keerti Tiwari was serving as Director at NITI Aayog in New Delhi. Her tenure at the policy institution placed her in an important administrative position within an organisation that works closely with the Union government on policy formulation, development strategies, monitoring and coordination across sectors.

NITI Aayog has emerged as a key institution in the central government’s policy architecture, and officers posted there often handle responsibilities involving inter-ministerial coordination, policy inputs, programme monitoring and administrative matters. Tiwari’s premature repatriation therefore marks a change in her current assignment as she returns to her parent cadre for the next stage of her service career.

The DoPT order does not specify the exact promotional post or designation that Tiwari is expected to receive after returning to her parent cadre. It only records that the premature repatriation has been approved so that she can avail herself of the benefit of promotion. Immediate Relieving Ordered

NITI Aayog Proposal Preceded the DoPT Approval

The sequence of events outlined in the Office Memorandum also provides clarity on how the decision was processed. NITI Aayog first submitted its proposal for Tiwari’s premature repatriation through its communication dated September 21, 2026. The matter was subsequently considered by the competent authority under the established central government administrative framework.

Following consideration of the proposal, approval was granted for her premature repatriation. The DoPT then communicated the decision to NITI Aayog, requesting that the officer be relieved from her existing responsibilities so that she could report to her parent cadre.

The communication has been addressed to the Chief Executive Officer of NITI Aayog, with copies also marked to the relevant offices and desks within the Department of Personnel & Training. These include the office of the Minister of State for Personnel, Public Grievances and Pensions, the Secretary (Personnel), the Establishment Officer and other concerned sections handling service matters.

Career Progression Behind the Move

For Keerti Tiwari, the immediate significance of the order lies in the opportunity to secure the benefit of promotion in her parent cadre. Deputation and central postings can provide officers with opportunities to work in different institutional environments, but their substantive career progression continues to remain linked to their parent cadre and applicable service rules.

The latest order demonstrates how an officer serving in a central government institution can be brought back before the completion of an assignment when a cadre-related requirement, such as promotion, needs to be addressed. Once relieved from NITI Aayog, Tiwari will report back to the parent cadre, after which the competent authority there will take the necessary steps concerning her promotion and subsequent posting.

The DoPT memorandum, however, does not provide details about the duration of Tiwari’s earlier tenure at NITI Aayog, the post she is likely to occupy after promotion, or the specific promotional level involved. Those details would need to be established through separate orders issued by the concerned authority.

Formal Administrative Process

The order has been issued by Ajit Kumar Ranjan, Deputy Secretary to the Government of India, on behalf of the Department of Personnel & Training. It carries the file number 7/5/2022-EO(MM-I) and was issued from the Office of the Establishment Officer at Kartavya Bhawan-3, New Delhi.

Copies of the memorandum have been forwarded to the concerned offices for information and necessary action. The Panel Desk (MM-I) and the relevant administrative and personnel offices have also been included in the distribution, along with the guard file maintained by the department.

With the competent authority’s approval now in place, the next immediate administrative step is Tiwari’s relieving from NITI Aayog. She is expected to report to her parent cadre, where her promotion-related service benefits can be processed in accordance with the applicable rules and orders.

The development is therefore significant primarily from the perspective of service progression. Keerti Tiwari’s premature repatriation does not represent a routine reshuffle at NITI Aayog but a specific cadre-related move approved by the central government to facilitate her promotion. Her next posting and the exact nature of the promotional assignment are likely to become clear through subsequent orders from the concerned parent cadre.
