Odisha Transfers 2 IAS Officers – Dr Poma Tudu Appointed Additional Secretary, Smita Pani Named OSMCL Managing Director
The Odisha government has announced a fresh round of administrative transfers, assigning two IAS officers to important positions in the areas of tribal welfare and public healthcare administration. The latest reshuffle, though limited in size, is expected to strengthen governance in departments responsible for social welfare, food safety and the management of medical supplies across the state.
As per an official notification issued by the state government, Dr Poma Tudu (IAS:2012) has been appointed Additional Secretary in the ST & SC Development, Minorities & Backward Classes Welfare (M&BCW) Department. At the same time, Smita Pani (IAS: Non-State Civil Service – 2020) has been posted as the Managing Director of the Odisha State Medical Corporation Limited (OSMCL).
The transfer orders have come into effect immediately.
Dr Poma Tudu Moves to Key Department Handling Tribal Welfare
The biggest change in the latest reshuffle involves senior IAS officer Dr Poma Tudu, who has been entrusted with a significant role in one of Odisha’s most important welfare departments.
She has been appointed Additional Secretary in the ST & SC Development, Minorities & Backward Classes Welfare Department, which is responsible for formulating and implementing policies aimed at the socio-economic development of Scheduled Tribes, Scheduled Castes, minority communities and other backward classes across the state.
The department oversees a wide range of programmes covering education, scholarships, residential schools, livelihood generation, social empowerment, skill development and welfare initiatives for vulnerable communities.
With her new assignment, Dr Tudu will now play an important role in policy implementation and administrative coordination within the department.
Brings Rich Administrative Experience
Before receiving this new posting, Dr Poma Tudu was serving as the Managing Director of the Odisha State Medical Corporation Limited (OSMCL), one of the state’s key institutions responsible for the procurement and supply of medicines and medical equipment.
Her responsibilities, however, extended well beyond OSMCL. She was simultaneously holding the additional charge of Commissioner, Food Safety, Odisha, where she supervised food safety regulations, quality monitoring and enforcement activities across the state.
She was also serving as the Managing Director of TDCCOL, adding another major administrative responsibility to her portfolio.
Her experience across multiple sectors, including healthcare logistics, food safety and public administration, is expected to prove valuable in her new role within the tribal welfare department.
Additional Responsibilities to Continue
Despite her transfer, the Odisha government has decided that Dr Poma Tudu will continue to discharge some of her existing responsibilities. According to the official order, she will retain the additional charge of Commissioner, Food Safety, Odisha, along with her responsibilities as Managing Director of TDCCOL.
This means she will simultaneously oversee food safety administration and TDCCOL while taking up her new assignment as Additional Secretary in the ST & SC Development Department.
The decision reflects the government’s confidence in her administrative capabilities and experience in handling multiple key assignments.

The ST & SC Development, Minorities & Backward Classes Welfare Department occupies a central place in Odisha’s governance framework.

Prior to this assignment, Smita Pani was serving in the General Administration & Public Grievance (GA&PG) Department, where she handled administrative responsibilities within the state government.
Her transfer marks a shift from general administration to one of Odisha’s most critical healthcare support institutions.
