The Odisha government has initiated an inquiry after a photograph surfaced showing a private vehicle displaying an “IAS Probationer Kalahandi” board along with an amber beacon light – a clear violation of official protocols.

  • The controversial image, widely shared on social media, shows what appears to be a private vehicle with unauthorized identification markers

  • The General Administration Department has sought an immediate explanation from Kalahandi district administration

Violation of Established Norms

The case involves dual breaches of conduct rules:

  1. Improper Use of Amber Light:

    Reserved exclusively for emergency, disaster management and specified official vehicles

    Strictly prohibited for probationary officers’ personal use

  2. Unauthorized Display of Designation:

    Violates Indian Administrative Service (Probation) Rules, 1954

    Contravenes All India Services (Conduct) Rules, 1968 requiring probationers to maintain decorum

Government Response

In its communication to the Kalahandi Collector, the GA Department stated:
“It’s not known under which circumstances the IAS probationer is using such facilities. You are requested to furnish a report immediately.”

The probe will determine:

  • Whether service rules were violated

  • If disciplinary action is warranted

  • Possible systemic lapses in protocol adherence
