Cabinet Committee Approves Lateral Shift of IRS Officer Parthasarathy Bhaskar Devarakonda to Cabinet Secretariat Until June 2026

The Appointments Committee of the Cabinet (ACC) has given its formal approval to a key personnel movement involving senior Indian Revenue Service officer Mr Parthasarathy Bhaskar Devarakonda, belonging to the 2012 batch of the IRS (Customs & Indirect Taxes) cadre. The decision follows the recommendations made by the Civil Services Board (CSB) regarding his lateral deployment within the Central Government.

Mr Devarakonda, who is currently serving as Deputy Secretary in the Department of Administrative Reforms & Public Grievances (DARPG), has now been cleared for a lateral shift to the Cabinet Secretariat. This posting will be governed under the provisions of the Central Staffing Scheme (CSS).

According to the approved order, he will continue to serve as Deputy Secretary in the Cabinet Secretariat until 22 June 2026, which represents the remaining duration of his sanctioned four-year central deputation tenure at the Deputy Secretary level. The appointment, however, may conclude earlier in the event of any revised or superseding instructions issued by the government.

The communication approving this movement has been issued by the Cabinet Secretariat, with the order signed by Mr Satendra Singh, Additional Secretary. The decision is part of the government’s broader administrative framework that allows lateral transfers to ensure optimum utilisation of experienced civil servants in critical governance roles.
