ACC Clears Appointment of Raj Kumar Arora as Financial Adviser (Defence Services) in Ministry of Defence

The Appointments Committee of the Cabinet (ACC) has approved the elevation of Shri Raj Kumar Arora, a 1990-batch officer of the Indian Defence Accounts Service (IDAS), to the key post of Financial Adviser (Defence Services) in the Ministry of Defence.

Currently serving as the Special Controller General of Defence Accounts (CGDA), Arora will assume his new responsibilities on or after November 1, 2025, as per the official communication from the Department of Personnel and Training (DoPT).

In his new role, Arora will be responsible for overseeing financial management, budgetary control, and expenditure oversight for all three wings of the Indian Armed Forces — the Army, Navy, and Air Force — as well as other defence establishments. The Financial Adviser (Defence Services) plays a crucial role in policy-level financial decision-making, procurement approvals, and ensuring transparency and accountability in defence spending.

Raj Kumar Arora, known for his expertise in defence finance and public expenditure management, has held several significant assignments within the Defence Accounts Department during his three-decade-long career. As Special CGDA, he has been closely involved in streamlining audit processes, implementing digital financial systems, and enhancing efficiency in defence procurement and budgeting.

His appointment to the high-profile position marks a continuation of the government’s emphasis on professional financial oversight and administrative reform within the Ministry of Defence.
