Claims Unjust Appraisal Undermines Transparency and Fairness in Police Evaluation System

Rajasthan cadre IPS officer Pankaj Chaudhary (2009 batch) has filed a formal complaint against his senior, ADG Sanjeev Kumar Narzary (1996 batch), alleging that his annual performance evaluation was deliberately downgraded due to personal bias.

In his grievance, Chaudhary accused Narzary of assigning him a significantly lower rating during the 2023–24 assessment cycle, allegedly driven by a personal grudge. “This is not the political arena,” Chaudhary stated, asserting that objective and consistent performance metrics should determine appraisals, not personal vendettas.

Inconsistent Grading Raises Eyebrows

Chaudhary has served as Superintendent of Police (Community Police) since October 2022. His performance in 2022–23 was rated as ‘excellent’, with a score of 9.11 by ADG Vishal Bansal (1998 batch), which was duly accepted by the Director General of Police.

However, controversy arose during the 2023–24 review period when ADG Narzary, serving as his reporting officer that year, lowered the score to 7.00, a steep and unexpected drop. Chaudhary alleges this was malicious and unprovoked, especially given that in the following year, 2024–25, his performance score rebounded to 9.27, again indicating high marks for professional conduct and output.

Call for Corrective Action

Highlighting the abrupt dip as an anomaly between two consistently strong evaluations, Chaudhary has formally sought corrective action through appropriate official channels. He contends that such discrepancies in the appraisal process compromise the integrity and fairness of the police evaluation system and set a dangerous precedent.

The matter is currently under review, with further developments expected as the state police department examines the merit of the complaint.
