In a significant administrative development at the highest levels of the Union Government, senior Indian Administrative Service (IAS) officer Sanjay Kumar of the Bihar cadre (1990 batch) has been entrusted with the additional responsibility of Secretary in the Department of Personnel and Training (DoPT), further consolidating his role in shaping India’s civil services administration.

The appointment reflects the government’s continued reliance on seasoned and highly experienced officers to manage critical departments that directly influence recruitment policies, cadre management, disciplinary frameworks, and institutional reforms across the entire civil services structure of the country.

The Department of Personnel and Training, which functions under the Ministry of Personnel, Public Grievances and Pensions, plays a pivotal role in formulating and implementing policies governing the Indian Administrative Service, Indian Police Service, Indian Forest Service and other central civil services. By assigning Sanjay Kumar this additional charge, the Centre has reinforced leadership continuity within one of the most sensitive and strategically important wings of the Union Government.

A 1990-batch officer, Sanjay Kumar is widely recognized for his administrative acumen, policy expertise and long record of service across both state and central assignments. Over the years, he has handled several high-impact portfolios, gaining extensive experience in governance reform, personnel administration and institutional restructuring.

With this new responsibility, Kumar will oversee critical functions including cadre allocation, service rules, promotions, disciplinary proceedings, training frameworks, and capacity-building initiatives for civil servants across India. His expanded mandate is expected to bring enhanced coordination and strategic direction to the DoPT at a time when civil service modernization and performance-linked governance reforms are gaining renewed emphasis.

This latest assignment marks another major milestone in Kumar’s distinguished career and underscores the Centre’s confidence in his leadership abilities, as the government continues to streamline administrative efficiency and strengthen institutional governance across ministries and departments.
