Central Prabhari Officer Sarita Chauhan Reviews Kupwara’s Development Journey Under ADP Underscores Role of Evidence-Based Governance
Kupwara: Ms. Sarita Chauhan, a 1999-batch IAS officer of the AGMUT cadre and presently serving as Joint Secretary in the Department of Administrative Reforms and Public Grievances (DARPG), visited Kupwara on Wednesday in her capacity as the Central Prabhari Officer (CPO) for the district. During the visit, she undertook an extensive review of progress made under the Government of India’s Aspirational District Programme (ADP).
Showcasing Departmental Interventions
At the District Commissioner’s office complex, Chauhan inspected stalls set up by different departments, where officials highlighted developmental initiatives designed to enhance Key Performance Indicators (KPIs) under the ADP framework.
Beneficiaries Handed Sanction Letters
As part of the programme, selected farmers and individuals from allied sectors were given sanction letters for various agriculture-related schemes. These steps are intended to broaden livelihood options, strengthen rural incomes, and promote self-reliance among local communities.
Review of Sectoral Progress
Following her inspection, the Prabhari Officer presided over a detailed review meeting attended by district and sectoral officers. The discussions centred on evaluating progress within the five priority sectors of the ADP:

Education
Agriculture and Water Resources
Financial Inclusion and Skill Development
Basic Infrastructure
The Deputy Commissioner briefed her on district achievements, ongoing projects, and measures being taken to close performance gaps in these core areas.
Call for Data-Backed and Convergent Action
Chauhan underlined that effective use of data and coordinated action across departments is vital to achieving measurable improvements. She urged officers to align their interventions, stressing that synergy and evidence-based planning can significantly accelerate Kupwara’s growth path.
“Kupwara has recorded encouraging gains across multiple indicators. To sustain this upward trend, departments must adopt a collaborative approach and use data to ensure precision and accountability in outcomes,” she remarked.
Targeting Improved Delta Rankings
District officials expressed their commitment to redoubling efforts in identified focus areas, with a pledge to ensure rigorous monitoring and timely execution of programmes. The administration aims to secure a stronger delta ranking in the upcoming quarterly evaluation of the ADP.
