Deputy Secretary Post Upgraded to Director for IPS Officer Shalini Agnihotri in School Education Department

The competent authority has granted formal approval for the upgradation and redesignation of the post presently occupied by Ms. Shalini Agnihotri, an Indian Police Service (IPS) officer of the 2012 batch from the Himachal Pradesh cadre, in the Department of School Education & Literacy.

Under the approved proposal, the position of Deputy Secretary, currently held by Ms. Agnihotri, will be re-designated as Director in the same department. This reclassification has been sanctioned as a personal measure in her case and will come into effect from 1 January 2026, or from the date she formally assumes charge of the re-designated post, whichever occurs later.

The redesignated tenure will remain valid up to 23 July 2030, thereby completing the maximum admissible five-year tenure prescribed under the Central Staffing Scheme. The decision ensures continuity in leadership while aligning the post with the responsibilities and seniority associated with the role.

It has also been clarified that Ms. Shalini Agnihotri’s central deputation tenure under the Central Staffing Scheme will commence with effect from 24 July 2025. The redesignation does not impact her cadre, service conditions, or seniority, and is limited strictly to the functional elevation of the post she occupies.

Such redesignations are part of routine administrative processes aimed at strengthening governance structures, ensuring optimal utilisation of experienced officers, and enhancing policy implementation capacity in critical sectors such as school education and literacy.

A formal notification detailing the revised designation and related administrative arrangements is expected to be issued separately in due course.
