Senior IAS Officers Assigned to Strategic Roles in Urban Planning and Power Sector

Government of India appoints IAS officers N. Gulzar and Diwakar Nath Misra to key roles in urban planning and power sector, reinforcing focus on sustainable development and energy reforms.

In a recent round of high-level administrative appointments, the Government of India has entrusted two senior IAS officers with pivotal responsibilities in ministries that directly influence national infrastructure, urban development, and energy policy.

Appointment of Shri N. Gulzar

Shri N. Gulzar, IAS (Andhra Pradesh cadre, 1999), who has been serving as Additional Secretary in the Department of Telecommunications, Ministry of Communications, has now been appointed as Member Secretary of the National Capital Region Planning Board (NCRPB) under the Ministry of Housing and Urban Affairs.

This appointment, in the rank and pay of Additional Secretary to the Government of India, places Gulzar at the center of strategic urban planning for the National Capital Region (NCR). The NCRPB plays a crucial role in coordinating development across Delhi and its surrounding states, ensuring integrated planning for housing, transport, environment, and infrastructure. Gulzar’s leadership is expected to strengthen policy execution and foster sustainable urban growth in one of India’s most dynamic and densely populated regions.

His prior experience in telecommunications adds a modern dimension to his new role, potentially enabling the integration of smart technologies and digital infrastructure into urban planning initiatives.

Appointment of Shri Diwakar Nath Misra

Shri Diwakar Nath Misra, IAS (Assam–Meghalaya cadre, 2000), who has been serving as Additional Secretary in the Department of Revenue, Ministry of Finance, has been appointed as Additional Secretary in the Ministry of Power.

This transition places Misra in a ministry that is central to India’s energy security, electricity distribution, and renewable energy expansion. As Additional Secretary, he will be responsible for policy formulation and implementation in areas such as power generation, transmission, and reforms aimed at strengthening India’s energy ecosystem.

His background in revenue and finance equips him with expertise in fiscal management, which is expected to support the Ministry of Power in balancing economic efficiency with the ambitious targets of expanding renewable energy and modernizing the national grid.
