Himachal Pradesh Names IPS Shyam Bhagat Negi Additional Chief Secretary; Abhishek Trivedi’s Appointment Withdrawn

The Himachal Pradesh government has made a major administrative change by appointing Shyam Bhagat Negi, a 1990-batch IPS officer, as Additional Chief Secretary (Social Justice & Empowerment). The order, cleared with immediate effect, was announced through an official notification issued on Wednesday.

Notification and Government Approval

The Department of Personnel confirmed the decision through a formal order, stating that the Governor of Himachal Pradesh has sanctioned Negi’s placement in this senior position. His services have been allocated to the Department of Social Justice & Empowerment, where he will be responsible for steering policies and schemes related to welfare and inclusion.

At the same time, the government rescinded its earlier order appointing Abhishek Trivedi (IPS, 1996 batch) as Secretary of the department. The cancellation, also effective immediately, was introduced to streamline the administration and ensure continuity under a senior officer.

Importance of the Position

The office of Additional Chief Secretary (Social Justice & Empowerment) plays a central role in implementing welfare programmes across the state. It is tasked with framing and executing initiatives for marginalized groups, promoting social equity, and strengthening empowerment policies. Negi’s induction is seen as significant for the smooth delivery of these programmes.

Administrative Directions

The orders were signed by Chief Secretary Sanjay Gupta, with instructions to all departments and officers concerned to enforce the changes without delay. Copies of the notification have also been circulated to the Establishment Officer in the Government of India, the Ministry of Personnel, and other senior state functionaries for necessary compliance.

Profile of IPS Shyam Bhagat Negi

Originally from Kinnaur district, Negi is scheduled to retire on March 31, 2026. Since May 23, 2022, he has been on central deputation. His meeting with Chief Minister Sukhwinder Singh Sukhu in Delhi earlier this year had already triggered speculation regarding his home cadre posting.

A senior police officer from the Haryana cadre, Negi has decades of service experience in both policing and administrative assignments. Officials believe his return to the state will add depth and seasoned leadership to the Social Justice & Empowerment Department.

Withdrawal of Abhishek Trivedi’s Posting

The earlier order dated September 30, 2025, which appointed Abhishek Trivedi as Secretary (Social Justice & Empowerment), now stands cancelled. With Negi’s entry, the government has consolidated the department’s leadership under a more senior officer, bringing clarity and direction to this crucial portfolio.
