The Delhi Government contented to appoint Subhash Chandra Agarwal as an Advisor to ensure better implementation of Right to Information Act in the administration with the immediate effect for the eriod of one year. Mr Agarwal holds the Guinness world Records for maximum number of published letters to editors.
