UPSC Initiates Process for Appointment of Full-Time Telangana DGP Following Supreme Court Directions
UPSC Begins Selection Process
The Union Public Service Commission (UPSC) has formally started the process of appointing a full-time Director General of Police (DGP) for Telangana. This move comes in compliance with the Supreme Court’s directive, which instructed the commission to expedite the appointment procedure. The UPSC has written to the state government, requesting a panel of eligible officers for consideration.
Supreme Court’s Directive on Vacancy Date
Sources indicate that the UPSC has asked the Telangana government to treat February 5—the date when the Supreme Court issued its directive—as the official date of vacancy for the DGP post. This has triggered discussions within the police department regarding which officers meet the eligibility criteria.
Currently, B Shivadhar Reddy, the in-charge DGP, is scheduled to retire at the end of April. Speculation continues over whether his name will be included in the panel of officers to be forwarded to UPSC.
Panel Submission and Shortlisting
The state government has been instructed to submit the list of eligible officers without delay. As per the Supreme Court’s order, UPSC will evaluate the eligibility and merit of officers before empanelment.
Telangana presently has six officers holding the DGP rank:

B Shivadhar Reddy
Prabhakar Apte
Sowmya Mishra
Shikha Goel
Abhilasha Bisht
From this panel, UPSC will shortlist three officers for final consideration.
Nationwide Compliance with Supreme Court Ruling
Similar notices have been issued to nine other states that have not yet complied with the Supreme Court’s landmark Prakash Singh vs Union of India judgment. The ruling mandates the appointment of regular DGPs instead of in-charge officers, ensuring stability and professionalism in police leadership across the country.
