The Last Serving Officers of the 1988 IPS Batch: IB Director Tapan Kumar Deka and MP DGP Kailash Makwana Continue to Shape India’s Security Framework

In a rare administrative milestone, only two officers from the 1988 batch of the Indian Police Service (IPS) remain in active service — Intelligence Bureau Director Tapan Kumar Deka and Madhya Pradesh Director General of Police Kailash Makwana.

Belonging to different cadres and operating in vastly distinct spheres of law enforcement, the two senior officers continue to occupy some of the most sensitive and strategically critical positions within India’s security establishment.

Kailash Makwana, a 1988-batch IPS officer of the Madhya Pradesh cadre, is currently serving as the Director General of Police (DGP) of Madhya Pradesh. He assumed office on December 1, 2024, succeeding Sudhir Saxena.

Born on December 11, 1965, in the Malwa region of Ujjain district, Makwana comes from a strong academic background:

Bachelor of Engineering from Maulana Azad National Institute of Technology Bhopal (formerly MACT)

M.Tech from Indian Institute of Technology Delhi

During his college years, he was known not only for academic excellence but also for his passion for music, winning first prize in group singing during Independence Day celebrations in 1983.

Three Decades of Policing Experience

Makwana joined the IPS on August 30, 1988, embarking on a career that spans more than three decades across field and administrative assignments.

Early Career (1989–1993)

Additional Superintendent of Police (SP) in Durg, Morena, and Jabalpur

District Command (1994–1999)

Superintendent of Police in sensitive and Naxal-affected districts such as Dantewada and Bastar

SP in Mandsaur and Betul

Anti-Corruption Role and Senior Leadership

In 2022, Makwana served as Director General of the Special Police Establishment (SPE) Lokayukta, drawing national attention for initiating corruption proceedings against senior IAS and IFS officers.

Over the years, he has held several key leadership roles, including:

ADG CID

ADG Administration

Chairman, MP Police Housing Corporation

His tenure has also witnessed considerable administrative churn, including seven transfers within a span of three-and-a-half years between 2019 and 2022. Originally due to retire in December 2025, Makwana’s tenure as DGP was extended to allow him a full two-year term. He is now set to remain in service until November 30, 2026.

In November 2025, he was conferred the Distinguished Alumnus Award in recognition of his contributions to public service.
