IAS Officer Ratan Biswas Assigned Additional Charge as Director of Census Operations and Citizen Registration in Tripura Under Central Staffing Scheme

The Government of India has formally cleared the appointment of Shri Ratan Biswas, IAS (Tripura Cadre: 2013 batch) to serve as Director of Census Operations (DCO) and Director of Citizen Registration (DCR) in the state of Tripura at the Deputy Secretary level, on an additional charge basis under the Central Staffing Scheme.

According to an official communication issued by the concerned division, this decision revises certain provisions of an earlier order of the same reference number dated 26 September 2025. The revised order states that the Competent Authority has accorded approval for Shri Biswas to hold the dual charge for a tenure of three years, beginning from the date he formally assumes charge of the assignment or until further instructions are issued, whichever occurs earlier.

The order further directs that Shri Ratan Biswas should be advised to take charge of the new responsibilities without delay, in line with the procedures governing central deputation and additional charge postings under the Central Staffing Scheme.

The communication also reiterates the mandatory joining timeline prescribed by the Appointments Committee of the Cabinet (ACC). As per the ACC guidelines conveyed through the Department of Personnel and Training (DoPT) Circular No. 3/4/2004-EO(MM-I) dated 11 August 2005, an officer appointed under the Central Staffing Scheme is required to report for duty within three weeks from the date of issuance of the DoPT appointment order.

The order clearly warns that failure to join within the stipulated period may result in the initiation of proceedings for debarment from the Central Staffing Scheme, underscoring the importance of strict adherence to joining timelines in central government appointments.
