Government Appoints Ullwal Kumar as Private Secretary to Minister of State for Defence, Sanjay Seth
The Central Government has approved the appointment of Shri Ullwal Kumar, an officer of the LAFEA Service from the Rajya Sabha Secretariat (Batch 2005), as the Private Secretary to the Minister of State for Defence, Shri Sanjay Seth. He will take up this role in the Ministry of Defence.
Under this appointment, Shri Kumar will work at the Deputy Secretary level, and his salary will be fixed at Level 12 of the Pay Matrix. His tenure has been sanctioned up to 9 October 2028, which aligns with the maximum permissible limit of 10 years of service on a Minister’s personal staff.
His appointment will formally begin from the day he assumes charge of the post. The tenure is also co-terminus with the Minister, meaning it will continue only as long as the Minister remains in office. If the Minister leaves the post earlier, or if Shri Kumar stops functioning as Private Secretary for any reason, or if the government issues new orders, his assignment will automatically end—whichever happens first.
The order further states that once his role as Private Secretary concludes—regardless of the reason—Shri Kumar must return to his parent cadre. After returning, he will be required to complete the mandatory cooling-off period before he becomes eligible for any future deputation postings.
This appointment ensures that the Minister of State for Defence receives dedicated administrative and coordination support from a senior official with extensive parliamentary and secretarial experience.
