Uttar Pradesh Transfers 13 IAS Officers: Indra Vikram Singh Named Gorakhpur Commissioner, Four Divisional Commissioners Reshuffled
The Uttar Pradesh government has carried out another significant administrative reshuffle, transferring 13 Indian Administrative Service (IAS) officers and making wide-ranging changes across several key departments.
The latest transfer order, issued on Tuesday afternoon, brings new leadership to four important divisional commissionerates while introducing changes in departments handling agriculture, housing, home affairs, industrial development, energy distribution, public works and cooperative institutions.
The reshuffle is being viewed as part of the Yogi Adityanath government’s continuing effort to strengthen governance by placing experienced officers in strategically important administrative positions. Besides changes at the divisional level, the transfer list also affects senior bureaucrats overseeing public sector undertakings and departments responsible for infrastructure, urban development and industrial growth.
The appointments come at a time when the state administration is focusing on accelerating development projects, improving service delivery and strengthening coordination across departments.
Four Divisional Commissioners Get New Assignments
One of the most notable features of the latest transfer exercise is the reshuffling of four Divisional Commissioners. Gorakhpur, Prayagraj, Bareilly and Basti divisions have all received new administrative heads, reflecting the government’s emphasis on refreshing leadership at the regional level.
Divisional Commissioners play a critical role in supervising district administrations, coordinating implementation of government policies and ensuring effective monitoring of developmental programmes across multiple districts.
With these changes, the government has entrusted experienced officers with the responsibility of overseeing some of Uttar Pradesh’s most significant administrative divisions.
Indra Vikram Singh Takes Charge as Gorakhpur Commissioner
Among the most prominent appointments is that of Indra Vikram Singh, a 2009-batch IAS officer, who has been named the new Divisional Commissioner of Gorakhpur.
Before this posting, Singh was serving as Secretary in the Agriculture, Agricultural Marketing, Agricultural Foreign Trade and Export Promotion Department. He was also holding the additional responsibility of Director of the Uttar Pradesh State Agricultural Produce Mandi Council.
During his tenure in the agriculture sector, he handled several policy matters connected with agricultural marketing, exports and mandi administration. His move to Gorakhpur now places him at the helm of one of eastern Uttar Pradesh’s most important administrative divisions. He succeeds Anil Dhingra, who has been assigned a new role in the Housing Department.
Anil Dhingra Moves to Housing Department
Senior IAS officer Anil Dhingra has been appointed as the new Housing Commissioner of the Uttar Pradesh Housing and Development Board. In addition to this responsibility, he has also been entrusted with the charge of Director, Urban Land Ceiling, along with the post of Secretary in the Housing and Urban Planning Department.
The assignment places him in a crucial position as the state continues expanding urban infrastructure, affordable housing projects and planned urban development initiatives.
Agriculture Department Gets Additional Responsibility
Another important change relates to the Agriculture Department. Ravindra Kumar, a 1999-batch IAS officer currently serving as Principal Secretary, Agriculture, has been entrusted with the additional responsibility of Director of the Uttar Pradesh State Agricultural Produce Mandi Council.
The additional charge is expected to strengthen coordination between agricultural policymaking and mandi administration, particularly as the state continues focusing on agricultural reforms, market infrastructure and farmer-centric initiatives.
Basti Division Receives New Commissioner
The government has also appointed Vaibhav Srivastava as the new Divisional Commissioner of Basti. Prior to this appointment, Srivastava was serving as Managing Director of the Pradeshik Cooperative Dairy Federation (PCDF), where he oversaw the functioning of one of the state’s important cooperative dairy organisations.
His administrative experience in public sector management is expected to prove valuable as he takes charge of the Basti Division and oversees governance across its constituent districts.
Prakash Bindu Takes Over PCDF
Following Vaibhav Srivastava’s transfer, Prakash Bindu, who had been serving as Secretary in the Home and Vigilance Department, has been appointed the new Managing Director of the Pradeshik Cooperative Dairy Federation.
The appointment places him in charge of an organisation that plays a significant role in supporting dairy farmers, milk procurement and cooperative dairy operations across Uttar Pradesh. His experience in administrative and vigilance matters is expected to strengthen institutional management within the federation.
Leadership Change in Bareilly Division
The government has also introduced new leadership in the Bareilly Division. Bhupendra S. Chaudhary, who had been serving as Divisional Commissioner, Bareilly, has been transferred and appointed Secretary in the Administrative Reforms Department.
The department plays an important role in improving governance practices, simplifying administrative procedures and enhancing efficiency across government offices. Replacing him is Shambhu Kumar, who has been serving as Managing Director of Purvanchal Vidyut Vitran Nigam Limited (PVVNL).
His experience in managing a major electricity distribution company is expected to contribute to effective administrative coordination in Bareilly Division.
Prayagraj Gets a New Divisional Commissioner
Another key appointment is that of Dr. Lokesh M., a 2005-batch IAS officer, who has been appointed the new Divisional Commissioner of Prayagraj. Before receiving this assignment, Dr. Lokesh M. was serving as Secretary in the Public Works Department (PWD), where he handled matters related to road infrastructure and public construction.
His experience in infrastructure administration is expected to support development planning and project execution across the Prayagraj Division.
Saumya Agarwal Becomes Labour Commissioner
Outgoing Prayagraj Divisional Commissioner Saumya Agarwal, a 2008-batch IAS officer, has been appointed as the Labour Commissioner of Uttar Pradesh. The Labour Department is responsible for implementing labour laws, ensuring worker welfare, regulating industrial relations and monitoring employment-related issues across the state.
Her administrative experience at the divisional level is expected to strengthen the functioning of the department.
Energy Sector Sees Administrative Change
The reshuffle also affects Uttar Pradesh’s power distribution administration. Sandeep Kumar, a 2014-batch IAS officer who was serving as Member (Judicial) in the Board of Revenue, Prayagraj, has now been appointed Managing Director of Purvanchal Vidyut Vitran Nigam Limited.
The organisation is responsible for electricity distribution across a large part of eastern Uttar Pradesh, making the position one of considerable administrative significance.
Changes in Noida Administration
The latest transfer list also includes important appointments in Noida. Pushp Raj Singh, who was serving as Secretary of the Gorakhpur Development Authority, has been posted as Additional Chief Executive Officer (ACEO) of Noida.
Meanwhile, Satish Pal, who had been working as ACEO, Noida, has been transferred as Special Secretary in the Home Department. These changes are expected to support both urban governance in Noida and administrative coordination within the Home Department.
Dr. Balkar Singh Gets New Industrial Development Role
Another significant appointment is that of Dr. Balkar Singh, who has been named Chief Executive Officer of the Uttar Pradesh State Industrial Development Authority (UPSIDA). He was previously serving as Housing Commissioner, Director of Urban Land Ceiling and Secretary of the Housing and Urban Planning Department.
As CEO of UPSIDA, Dr. Balkar Singh will now oversee industrial infrastructure, investment facilitation, industrial estate development and projects aimed at boosting manufacturing and economic growth across Uttar Pradesh.
