Lok Sabha Secretary General Utpal Kumar Singh Gets Sixth-Term Extension: Speaker Om Birla Retains Experienced Bureaucrat for Leadership Stability

Speaker Om Birla has decided to retain retired IAS officer Utpal Kumar Singh as the Secretary General of the Lok Sabha for another term, extending his service into a sixth consecutive year. According to a report by Indian Masterminds, the lower house of Parliament will continue to function under his steady guidance, ensuring that parliamentary administration remains smooth and well-coordinated.

A Move to Maintain Stability in Parliament

The extension officially begins on December 1, 2025, allowing Mr Singh to continue in the role with the same rank and privileges as a Cabinet Secretary, which is the highest level in the Indian bureaucracy.

Although the Speaker’s office has not revealed how long the latest extension will last, repeated renewals show continued trust in Singh’s deep understanding of parliamentary systems and his long administrative experience.

A Distinguished Journey of a Senior IAS Officer

Utpal Kumar Singh, a 1986-batch IAS officer from the Uttarakhand cadre, has served in several major roles throughout his career. Before joining the Lok Sabha Secretariat, he worked as the Chief Secretary of Uttarakhand between 2017 and 2020. During this period, he collaborated with several senior officers, including Vinod Prasad Raturi, who was then the state’s Revenue Secretary.

At the national level, Singh earlier served as Additional Secretary in the Ministry of Agriculture and Farmers Welfare. He took over as Lok Sabha Secretary General on 30 November 2020, succeeding Snehlata Shrivastava, another highly respected IAS officer.

Academic Background

Completed both his Bachelor’s and Master’s degrees from Kirori Mal College, Delhi University. Pursued advanced studies at the International Institute of Social Studies in The Hague, earning an M.A. in Public Policy

Family

Born on 29 July 1960 to Braj Kishore Singh and Annapurna Singh, he is married to Nipunika Singh, and the couple has one child.
