Uttarakhand Administrative Reshuffle: Vishal Mishra Appointed Rudraprayag DM as Govt Transfers 11 Officers

In a significant tactical realignment of the state’s bureaucracy, the Pushkar Singh Dhami-led Uttarakhand government has ordered the transfer and posting of 11 senior officers. The reshuffle, which includes members of the IAS, PCS, and Secretariat Services, is highlighted by a high-profile change in the leadership of the Rudraprayag district.

This move follows a major administrative overhaul in late 2025 and is seen as an effort to optimize departmental performance across industries, tourism, and housing.

Leadership Transition in Rudraprayag

In the most notable appointment of this round, IAS Vishal Mishra has been designated as the new District Magistrate (DM) of Rudraprayag. He succeeds IAS Prateek Jain, whose exit from the district has drawn considerable attention in administrative circles.

Prateek Jain has been reassigned to several critical state-level projects, including:

Managing Director, Garhwal Mandal Vikas Nigam (GMVN)

Mission Director, Jal Jeevan Mission

Project Director, Namami Gange

Key IAS Portfolio Reassignments

The government has also redistributed responsibilities among several other senior IAS officers to bolster state-level governance:

Saurabh Gaharwar: Appointed as Additional Secretary and Director of Industries. He will continue to serve as the Managing Director of SIDCUL.

Narendra Singh Bhandari: Assigned as Additional CEO of the Tourism Development Council and Director of Employment.

Vinod Giri Goswami: Appointed Additional Secretary for Housing and CEO of the Bhagirathi River Valley Development Authority.

Sanjay Kumar: Relieved of his duties as Director of Employment.

PCS and Secretariat Service Changes

The reshuffle also saw significant movement within the Provincial Civil Service (PCS) and Secretariat cadres:

Abj Prasad Bajpayee (PCS): In a noteworthy move, Bajpayee has been reappointed as the City Magistrate of Haldwani, a position he held for a significant tenure previously.

Girdhari Singh Rawat (PCS): Appointed Additional Secretary of Minority Welfare and Director of the Uttarakhand Madrasa Education Council.

Ravindra Singh & Suresh Joshi (Secretariat Service): Appointed as Additional Secretaries for Program Implementation and Census, respectively.

Administrative Rationale

According to government sources, these transfers aim to align officer expertise with state priorities, particularly in high-impact sectors like the Jal Jeevan Mission and tourism development. The reappointment of seasoned officers to familiar roles, such as the City Magistrate in Haldwani, is intended to ensure stability and responsiveness in sensitive urban administrations.
