ACC Approves Appointment of Shri Vinod P. Kavle, IAS (AGMUT:2008), as Director of Census Operations and Citizen Registration, Mizoram on Additional Charge 

The Competent Authority has approved the appointment of Shri Vinod P. Kavle, an officer of the Indian Administrative Service (IAS), AGMUT cadre, 2008 batch, to the post of Director of Census Operations (DCO)/Director of Citizen Registration (DCR), Mizoram (Director level).

His appointment has been made on an additional charge basis under the Central Staffing Scheme (CSS), with effect from the date of assumption of charge of the post, for a period of three years or until further orders, whichever is earlier.

The order directs that Shri Kavle be instructed to take up his new assignment as DCO/DCR, Mizoram, under intimation to the Department of Personnel & Training (DoPT) and the Registrar General & Census Commissioner of India, Ministry of Home Affairs, New Delhi.

Background of the Officer

Shri Vinod P. Kavle has held several important administrative assignments under the AGMUT cadre, contributing to governance across Union Territories and northeastern states. His appointment to Mizoram as Director of Census Operations and Citizen Registration reflects the government’s confidence in his ability to manage complex demographic and administrative responsibilities.
Role of Director of Census Operations and Citizen Registration

The Director of Census Operations/Director of Citizen Registration is responsible for:

Supervising census activities in Mizoram. Ensuring accuracy and reliability of demographic data collection.

Overseeing citizen registration processes and maintaining records. Coordinating with the Registrar General and Census Commissioner of India for smooth implementation of census programs.

Providing statistical inputs for national policy formulation and planning.This role is pivotal in ensuring that census data and citizen records are comprehensive, reliable, and aligned with national standards.

ACC Guidelines on Joining

The order reiterates the Appointments Committee of the Cabinet’s directions, as conveyed in DoP&T’s Circular No. 3/4/2004-EO(MM-1) dated 17 August 2005:

Officers appointed under the Central Staffing Scheme must join their new post within three weeks from the date of issue of the appointment order.

Failure to join within the stipulated period will result in initiation of the debarment process from the Central Staffing Scheme. This ensures discipline, timeliness, and accountability in cadre management and central postings.

Notification Requirement

The order also requests the Registrar General & Census Commissioner of India, Shri Mritunjay Kumar Narayan, to forward a copy of the notification of appointment in respect of Shri Vinod P. Kavle once it is issued.
